Does anyone else think the white band at the bottom of the new art seems out of place? As though something has been intentionally blurred out and part of the art cut off?

That mountain is the same mountain from the basic lands in KTK. Remember that it was not one of the alternate arts in FRF. My guess is that we will have two alternate art basic lands of each color for DTK. My guess is that they will be distributed the same as FRF.
This means we may also see more alternate art refuge lands in the basic slot.
1. since zurgo is still there and plays a role, and narset is mentioned so heavy, we will see a different version of all the khans. thats pretty sure i guess.
2. we know the artwork for vial of dragonfire
3. since we also read about a different version of ankle shanker its pretty much given, that we will have a lot of khans cards, which now have a slightly different name and probably also abbilities. will be very interesting how the cards change
4. someone named "Taigan" will be the second in command for the "swarm" led by ojutai.
Notice the architecture of the buildings in the background. Compare it to the Island art revealed in Uncharted Realms, the "Ojutai" architecture is very cold and dispassionate.:
This Narset art is from Khans of Tarkir, not Dragons of Tarkir. If Narset is a planeswalker, she won't be using this art.
If Narset is indeed a planeswalker, then my guess is her planeswalking is how she disappeared. Note Taigam's ambiguity as to her fate. The implications are clear, but he didn't say what exactly happens to heretics.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I've been of the mindset for a while that Narset was heavily hinted at playing a big role in Tarkir. I've actually been on the side of those that think she'll get a planeswalker card in DTK. This picture just confirms to me that she'll at least get a card. Welcome back Narset.

Not really. Bolas doesn't know Ugin survived and Ugin is still incapacitated, so Bolas has no reason to be on Tarkir as of now. People think Narset is going to be a planeswalker because WoTC has been hinting heavily at her having "untapped potential" and a greater purpose, but she was bound to her position as Khan in the previous time line and couldn't unlock that potential.
I don't think its our planeswalker art. It's too horizontal and too... well, the quality of artwork is subpar compared to past planeswalker art.
I agree with the rationale that there's no need for Bolas to show up, and would be annoyed at an ass-pull reason for him to. Sarkhan and Narset would be a good set of 'walkers for this set, colour-wise and flavour-wise.
The uncharted realms article hints towards DTK set structure thats very similar to that of KTK:
- the clans are still intact (although we don't know if they still have all of their colors)
- every clan is lead by a dragon overlord, which seems to be the ones introduced in FRF
- every clan has a humanoid character as second-in-command (Zurgo Bellstriker for Mardu, Taigam for Jeskai...)
- the dragons in DTK seem to have different categories and are similar to the dragon overlords in apperance
Regarding Narset: I think it is likely to see her as a card in DTK as she is a major character of present-day Tarkir and seems very dear to Sarkhan. Since the Jeskai "khan" is now Taigam and we haven't seen any legendary creatures in KTK or FRF that aren't faction leaders, I dont think she is going to end up as a creature, but as a planeswalker. If she is, her colors are still not clear, because wizards seem very unwilling to give us 3 color planeswalker. She might be just W/R or U/R, this would give her some contrast against the allied color of Ojutai and the red underlines her rogueish-ness in DTK.
This is all speculation of course, but I doubt design will throw away all the strict symmerty they have had in this block until know, so I bet we are either going to see Narset as a planeswalker or not at all (assuming Taigam gets to be a legendary creature).

I interpret the "heresy" verdict as indicating that Narset still has Red in her colour identity. Whether that's because a spark gives her some connection to the Tarkir that was or it is simply part of her nature, it seems fitting that the colour of freedom and rebellion would be associated with opposing Ojutai's, ahem, draconian teachings.
If the Jeskai attempted to execute her for being a heretic, that could have triggered her spark... And being against Ojutai's UW might warrant her being UWR as a shout-out to the human-led Jeskai clan.
