Every time they do something like this, (think vintage masters), I am disappointed with the reserved list. I own many of the expensive cards on the list, yet I could care less if they were reprinted. Why would a digital release not have languages other than english available?
Because it costs money. In a set like this, where most of the originals were English, it doesn't increase the market very much to provide translations in multiple languages. Somebody decided it wasn't worth the expense.

Portal did not have any instants, instead they had sorceries that specified the correct time to play them. There has never been a rule allowing for sorceries to be cast at instant speed. Only another card can give you this ability.

Paper got Conspiracy, Online got this. Some things are practical in one but not the other.

MTGO doesn't have a subscription fee. There is a $10 entry fee, which I believe gets you around $10 in EV, and then it doesn't cost anything except what you decide to pay for specifically.

I'm an MTGO-only player and I don't share the enthusiasm of everyone here. I mean, I really love Tempest but, at the moment, it has been drafted so heavily that most of its staples are worth almost nothing. Even the very few ones that remained pretty expensive are plummeting right now - for example, yesterday bots bought Wasteland for 90 tix, now the best offer is 25. And there won't be any alternate arts to make the foils valuable to the collectors, not to mention that mtgo's population is shrinking so there's not as many appreciators of the fancy stuff anyways.
So, in practice, the set is almost phantom in terms of value - the rares you'll open will be worth almost nothing. But the set is definitely not phantom in price - 3.99 bucks per pack as usual and probably the 2 tix for the draft too. Oh, those blessed but forgotten days when notix drafts were actually a thing...
And I certainly don't like this notion. First they offer the almost phantom drafts for 14 tix, next what? The cube jumps from 8 tix to 10? 12? Full 14? MTGO is already an expensive hobby, now they're upping the price (even if not obviously) and everyone is happy about it. That's not that great.

I'm pretty sure the return that's being hinted is Wasteland, and the only place it's returning is in Tempest Remastered. Nothing mysterious at all about finding an excuse to reprint what is probably the most requested reprint in MTGO (at least now that Vintage Masters is out).
Besides, they can't return to Rath because Rath doesn't exist anymore.
