It is an expansion for the Duels of the Planeswalkers 2015. The details are unclear now, but I assume they will be up soon. It is 30 foil cards added to your collection. I am unsure if they are part of a bundle or something that will be just added. It came off as the later though.
Since they decided to screw PS owners with their love for XBox, I've stopped caring about it.
I'm pretty sure they would love to have this on the ps3 but there is a huge issue with the promos for ps3. PS3 users were able to get unlimited promos. All you had to do was make a new account load the game and it would give you a different code to enter on the website.

I don't think this is the issue. Retailers are instructed to throw away the code printouts when they give out the promo packs. There's nothing stopping anyone from just redeeming the code at multiple different stores. The whole code thing is just a way to dissuade players from redeeming multiple times without actually having to have a method of tracking who redeemed their promo and who didn't.
It's more likely that there are behind the scenes issues with either Microsoft incentivizing Wizards to not put it on Playstation or issues with porting the code over to Playstation consoles.
I'd wonder what the heck kind of incentive M$ could offer to make worth it. DotP doesn't exist narrowly just to turn a profit, its supposed to be a gateway to paper where the return is infinitely higher. You'd need to offer quite a bit beyond what is proportional for the video game sales to make up for that loss of exposure. (Unless they have metrics that suggest DotP isn't doing much for acquisition?)

The pack itself is actually 12 cards, not 30. It is, however, 30 cards added to your collection (you get multiples). Also, for some reason, it's only new Black, Red, and Green cards. White and Blue get the short end of the stick here.
