Not really. RTR limited and MBS limited still had many valid targets (although the cards were not as good as in wider formats). You could still play Ultimate Price/Go for the Throat and expect to use it. Neutralizing Blast DOES mean there will be enough multicolored spells in DTK to matter.
Note that we got a "Counter target multicolored spell" effect only once before, and that was in heavy multicolor environment, and they STILL put it on a split card to give it additional use.

Uh, neither of those cards were put into those sets in spite of their themes; they were included exactly because they had tension with the set themes. In limited, and to a lesser extent standard, they were held in check by the nature of the format, allowing a more powerful removal spell in an uncommon slot. They also interact interestingly with the environment, serving as "skill testing" cards; in Mirrodin they included Terror to demonstrate to players an environment where you basically always take Shatter over Terror. (Something previously unthinkable)
I see two possibilities:
DTK has a multicolor theme as well so this is good in both limited formats.
OR
DTK has no multicolor in it and this card exists to demonstrate the differences in formats; it answers a lot of bombs in KTK draft, but it's a 15th pick in DTK.

I'm hoping we'll get some permanent cards with hybrid in the main cost to cast them, which are good for devotion decks.
The numbercrunchers have already boxed in the multicolor content of this set... there are just 10 multicolor cards in FRF, the 5 common enemy-color instants and the five rare allied-color dragons.
I could see control potentially wanting this against abzan, but that's pretty much it, barring heavier multicolor coming out of FRF and DKT, which seems unlikely.
So for non-overlap, you've got the cycle of charms and ascendency enchantments, and then pharika/anafenza, not exactly powerhouses. Am I missing anything? Rakshasha I suppose

Compared to distainful stroke you gain the ability to hit: Fleecemane, Deathdealer, Charms, anafenza, mantis rider, jeskai ascendancy, Pharika, Knuckleblade, Crackling doom.
You lose the ability to hit: Wingmate, Elspeth, end hostilies, jaces ingenuity, dig, cruise, prog sphinx, Whip, doomwake, Liliana, Stoke, stormbreath, sarkhan, Ashcloud, polukranos, Hornet Queen, perilous vault and ugin.
Someone pointed out this counters Crackling Doom, which make me think about maybe putting it in the sideboard of UW heroic just because that card wrecks UW, but I'm not sure if you want that on top of Stubborn Denial. I guess it also hits Butcher of the Horde against the same decks which, while not as damning, is still a hard card to beat.

It's not bad. It's a sideboard card. Plenty of sideboard cards out there, no reason to hate on them because they're specific in the cards they answer.

The only thing you're really gaining by being able to hit multicolored noncreature spells are:

It just looks too narrow to me.
