You get an 'Ugin's Fate' promo booster at prerelease (officially as a reward for completing those tasks/achievements everybody throws away, most stores will likely just give them out). It contains one new-art basic land, one token, and two new/alt art cards from KTK and/or FRF. After that you just gotta hope you luck out and get Ugin as one of those two cards; if you don't you gotta hope someone you meet does and hope you can afford the likely-three-digit asking price.

It would hardly be unprecedented, and it would make flavor sense.
Wizards stopped doing this because they realized that it created a disincentive for some of their consumers to open packs. And they also noticed that the didn't need to give away money to get players to attend prereleases.

As others have said, they used to do precisely that. Then they realized there were easier ways to get people to go to the prerelease without giving away chase cards meant to sell packs.
