I feel like you're fishing here. Every card "fuels" delve if that's the case because at one point or another every card has a chance to end up in the graveyard. If you're casting this because you're just dying to fuel that treasure cruise then I feel you're not playing it right. Just me though.
The theory is that a Call of the Conclave would be a better fit in a set with Delve than Watchwolf would be, because the CotC goes to the graveyard right after it's cast while the Watchwolf won't be able to help fuel a Delve until that 3/3 creature actually dies.
Which is to say if you're playing delve card(s) in your deck, and you have the choice between a creature card (that just adds 1 permanent to the battlefield and 0 to your grave right away) and a sorcery creature-creator (that adds 1 permanent to the battlefield and puts a card in your graveyard right away), the latter is preferable.
Just adding the ever useful Worldly Tutor and Scroll Rack, though the first one does reveal what you're manifesting.

Man, wizards is really going all-out with Manifest.
Makes me happy. Manifest is fun fun fun and I'm happy to see a healthy amount of cards for it while we can.
Card is good. It's a good-enough sized body at all times with the potential to be a buffed version of a handy creature later. Add to that all the potential +1/+1 counter synergy and we have a very nice card.
Turning a non-creature into an emergency creature is useful, but the key here is knowing what the top of your library is or you could run into scenarios where you pay 3GG to make a 5/5 ground-pounder but you actually manifested a Stormbreath Dragon which would have been better off casting normally (haste, flying) in a pinch.
I'm not sold on this barring a few cute tricks.
I'm so upset that I have a 7/7 Stormbreath Dragon that can still monstrous. Oh how terrible.
There's really no situation for a player that has any idea what they're doing where you won't have time to flip up Stormbreath and where casting this as a 5/5 beatstick is a bad idea. If you're not making it to next turn to flip it up, then it's pretty irrelevant what's on top of your library.

I'm aware it's not big, I'm just saying that it does at least a little bit to help every green clan. Obviously it's better in Temur and much better in Abzan, but it's not dead in Sultai, either. (Technically, if the manifest dies it's two cards in the graveyard for the price of one, which I probably should have mentioned. Oh well.)

I think he's trying to say fuels delve with less disadvantage to tempo and card advantage. Most plays won't net you a delve + a creature without costing you a card.

You would have paid 3GG + 3RR over two turns to get your 7/7 Stormbreath Dragon. That is a terrible deal. You would have been better off casting it normally - which brings us back to the big thing with this card: you really need to know what is on top of your library to get any real mileage out of it.
