I'm sure as ***** choosing Narset, Enlightened Master over this guy.
He could be good in Standard or Commander Duels, I suppose.

like a 50/50 Phyrexian Obliterator, or playing my entire deck in one turn,
as opposed to slowly wearing my opponents down.
Also, playing with a lower-tier Commander is tantamount to conceding before the game starts in my usual playgroup.

It has potential as a general but I like it's potential in a Heroic Standard deck. And if any Kiln Fiend-esque card gets printed in FRF this would be a deadly followup.
Brute Force + triggered ability has him attacking for 14 for R . That's bonkers. Distortion Strike is 20 unblockable damage over two turns for U . There are no shortage of plays in these colors that will have him dealing lethal general damage for approximately 4-5 mana; in essence, if you untap with him, you win. Jeskai Voltron is now a thing. Fortunately he has no natural protection and dies to all spot removal, so while he can be explosive he won't be quite as obnoxious as Narset can be.
Well R&D both incorporates design and development, if I'm not mistaken. MaRo is indeed part of R&D. He's just the head of design.
Most designs usually come unscathed once approved (during devign) to be fun and interactive. Development is there to tweak the costs and numbers (such as stats). Sometimes, they add a "constructed" ability to force-feed the standard meta.
Shu Yun looks like an unscathed design to me. Grandmaster however, is one that has been "Developed". That's the difference.

While Shu Yun maybe isn't as strong as Narset as a commander, he's still far from "low-tier" I'd say. Dealing 21 commander damage in one or over two turns isn't going to be hard with him.
But of course it all depends on your playgroup and how competitive it is. I too would like to play with Narset as my commander, but under my circumstances I'd get hated off the table immediately too. That's why I like Shu Yun, he's not as obviously "overpowered" but (with proper support) still a threat and can be used in a variety of ways.

I also prefer to play commanders with interactivity, such as Yun.
The general thought that I have seen is all the Dragons Fate will be Rare and then in the next set will be more Dragons @ Mythic. Something to do with the story line and Dragons coming back. (I don't really follow the storyline but I have seen a few people speculate this).

haste is nice, so reckles charge and all cheap stuff with all the other value jeskai cards we get makes nice aggressive EDH that still has reach and combos.
I find Shu Yun to be more likable as a commander than Narset, because Narset is so powerful that she kills interactions in 1v1, and marks your forehead with hatred in multi-player.
Shu Yun offers voltron option, and because you can buff any creature you control he makes it hard for opponent to react in combat. She Yun also offers political schemes with his buffing (which I love), and in a two-headed giant scenario you can easily play the supportive role and buff your teammate's creatures.
And it's also a plus that Shu Yun is half the cost of Narset and less color-intensive as well.

On another note, Lore wise, they make the Jeskai out as stronger and smarter then pretty much everyone in the other clans. So it makes some sense that their cards are stronger.

I suppose this guy is okay if you want to keep a lower profile,
but I'm not the type of player who builds a deck for Niv-Mizzet, Dracogenius
instead of Niv-Mizzet, the Firemind.
