I have seen this discussed but it does not have its own thread (from what I can see). This is the final expansion of Tarkir and concludes the time travel epic.
I'm hoping for/expecting there to be monocolor dragon kahns with hybrid mana abilities. Also, alternate versions of the current kahns.
Just spitballing here, but I think the dragon in that art is Mardu just based upon the soldiers charging with him, his coloration and the whole lightning thing.

The way I think they're going to take the third block is to focus on the enemy wedges again, but with a twist. Changing the past doesn't always mean complete upheaval. In this case, I think the wedges will remain, but they're going to be centralized on the enemy color of the block: ie., Mardu moving from Rwb to rWb. A subtle difference that changes everything.
It'd also really illustrate how wizards has been complaining about how wedges are difficult to design.
Although this name had been speculated to be the name of the third set for some time, it is nice to have it officially confirmed. What happened to the name "Warlords of Khanar" that was mentioned some time ago? Was it merely a false name conceived by fans?
I guess that the image above, while very awesome, destroys any hope of the dragons in this set being serpentine Chinese-style dragons, which is a severe disappointment, to me. I also see that that dragon appears to have feathered wings, which is a departure from the normal depiction of dragons in this game, but it does make the dragons of Tarkir more unique.
I definitely am excited about this set, but I first shall remain focused on Fate Reforged before I allow myself to anticipate this set too greatly.

Kind of hard to gauge what the mechanics will be; as it's separate from Khans mechanically, it would be difficult to re-introduce a creature size mechanic like Ferocious, unless they go back to Naya's 5 power or greater mechanic and key/ability word it. I'm guessing there'll be mechanics based on the dragons themselves.
Awesome artwork though. I loves me some dragons!

I really, really like the expansion symbol. Finally I can tell what it is! A freakin Dragon's head!
I also noticed a few interesting things in the preview picture. First of all, the Dragon doesn't spit fire (as they usually do), but lighting. It also has feathery wings. And finally, it seems that the soldiers in the foreground are Abzan (judging from their shields and armor), while the soldiers in the background are Mardu, even though I'm not entirely sure about the Abzan guys. Their armor is somewhat...weird. They almost remind me of Phyrexians (like Priests of Norn for example).
From the picture I also can't tell if the Dragon is on Mardu's side and he is attacking the Abzan, or are they all attacking the Dragon?

Think they're probably attacking the Abzan. Notice the architecture of the environment. Which is interesting because I guess the time shenans didn't alter the Clans' warring against each other.
One of the posters here totally called it re: the expansion symbol being a twist on the KTK symbol-
like, back when we first got the Khans symbol.

I'm SO SICK of the "too strong for Standard" argument. It's the new "Dies to removal". We can have a two mana 4/4 with a zillion abilities, but we can't just have Accumulated Knowledge. Makes sense.

Wizards print good rares, players complain about cash grab. They print underwhelming rares, players complain that the cards suck. They spoil the best cards first, players complain about the insane prices of preorders. They spoil the meh cards first, players complain that this is the worst set ever.
So. I think I understand now.
As far as these forums are concerned, WotC can never do anything good because:
Card that is new and probably good = "pushed"
Card that is new and probably bad = "EDH/casual fodder"
Card that is a reprint = "lazy"
Card that is a better version of an older card = "power creep"
Card that is a weaker version of an older card = "worthless"

Warlords of Khanar was the original name for Khans of Tarkir, but it was changed because it was too close to World of Warcaraft's Warlords of Draenor and it was easier to just change the name rather than fight a legal battle over it. This dragon design doesn't rule out serpentine dragons either, the double-pair of feathered wings show that the dragons will have traits based on the clan symbols. I wouldn't be surprised to see Wurms as sultai dragons and Chinese dragons for the Jeskai.
Any one notice that aside from the dragon being red white and black it has the exact same color pattern as Oros red on top white underbelly and black head ridges and claws.
that dragon looks impressive, to say the least. I hope it's very playable in either standard, edh or cube, cuz that art should look amazing in foil.
Lightning-based dragons have a pretty good track record in Standard (Thundermaw Hellkite, Stormbreath Dragon). Hopefully this one maintains that track record (because I agree, the art is spectacular).

I think that dragon kahns are sort of the plan for DoT. Chianul did say in UC that he saw a different version of "the now" with dragons leading the clans.
I'm interested to see the designs for each clan's dragon(s). I think the Sultai's may be more snake-like with fangs while the Abzan's may be more classical(completely baseless on that one). I'm especially excited to see the Temur dragon design, perhaps it'll be something more gruff with a bit more fur/feathers to accommodate the colder, harsher climate.

As for Abzan dragons, maybe they could base them on the Tarasque which is basically a dragon with a shell. D&D also has a creature based on it creatively named Tarrasque, and it does look pretty cool:
