This card isn't that good at all. Sorcery speed and requiring 5 targets and not hitting lands means this is your typical Standard legal bounce spell that I prep order but never play
Those cards do a lot more than bounce lands. Sunder really isn't anything more than an annoyance in most cases.

Worldfire, Biorhythm, and Sway of the Stars set life totals, which effectively makes the entire game up to that point meaningless. Upheaval is way more powerful than Sunder, since it resets the entire board. You can basically float mana (or have mana artifacts that tap for more than they cost like Ring/Crypt/Vault/Monolith/Moxen), clear the entire board, and then rebuild your entire board while everyone else is left with nothing.
With Sunder, you at least have to expend something else to deal with nonland threats on the board.

I, also, would like it to have that clause, but that would likely make it too powerful, which is also why hex does not have it, either. By forcing the player to choose exactly six targets, the card makes the player use the card much more intelligently and strategically.

Sunder is basically a Blue Armageddon that's not quite as harsh.
Since Armageddon is legal, why wouldn't Sunder be?

I feel like I'm in some kind of parallel dimension because most of the spoiled red cards are amazing while most of the spoiled blue cards are kinda underwhelming. Like this card.

No, it's not Cyclonic Rift, but it can do a lot of the same things Cyclonic Rift can do (and a few things it can't) for 2 less mana. And that drawback isn't a drawback in multiplayer.
If this card is too weak for EDH, then EDH has gotten too OP'd for me.
I think the biggest thing that people are failing to realize is that you can play politics with this.
If you Cyclonic Rift the table, you've made an enemy of every other player.
If you spare one of your opponents from Æther Gale and hose the other two, you've made a friend. And probably vastly improved your overall board state vs. that overloaded Rift.
