If he is an artifact (mycosynth lattice) and is indestructible (darksteel forge) he will almost always return to the battlefield if no opponent tampers. The only way he cannot, without tampering, is if you activate his ultimate which leaves him at 0 counters... however on his second cast when he costs six mana he will continue to comeback because his emblem and lattice treat him as an artifact even if he ceases to be one when he leaves the battlefield.
I tried him out right out of the box, had two games with the deck, one against a Vorel deck, and one in a three-way against Precon Ob Nixilis and Teferi.
Against Vorel, he didn't do as much, but his filtering did grab me Warmonger Dragon, who turned the game entirely into my favor. In the 3-way matchup, his artifact recursion allowed Steel Hellkite to stay around longer than Nixilis wanted. Eventually I completely turned the game around by aiming Liquimetal Coating at Ob Nixilis and following it up with Scrap Mastery. One of my finest moves ever, it worked so well.
On his own, he's fragile, make no mistake. If you run him as your commander, odds are you're wanting to abuse that -2...but you can only do that once without reloading. You won't always have cards to pitch to him either. However, he's a house. I daresay he's the best mono red planeswalker ever. Probably not the best mono red commander (Feldon is better), but he's up there.

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
The red planeswalker should have been Jaya Ballard. I guess I saved $35 by them not doing it.
They designed the cards before they even decided to do the oldwalker nostalgia. Jaya would make zero sense with Daretti's abilities, and frankly I'm glad they went with him because his abilities are amazing. The fact that he's a goblin artificer is awesome too. Daretti is a home run.
People argue that Slobad was a mere planeswalker for a short while... So why can't we have Slobad in the vein of Sarkhan the Mad? Man, that is some serious design space not explored.
He ticks down instead of up, signifying the fleeting moment he has to help you. But.... He happens to be your commander... So you just cast him again. Voila!
No need for that Italiano...
I'm pretty sure Sarkhan the Mad was a relatively unpopular planeswalker. Probably not design space they're eager to explore.

It would certainly help if the "mad" would simply turn into normal sarkhan if he has 0 loyality.

Commander:
R Daretti, Scrap Savant
BR Olivia Voldaren
BRG Shattergang Brothers
GUR Riku of Two Reflections
WBG Karador, Ghost Chieftain
Does this mean that every Daretti deck needs to run Arachnoid?

That would work nicely.
But just dead ? Not too cool.
