If you use Scion's ability to grab this guy, you should get to deal 7 damage because "Commanderness" is something inherent to the card itself, and if your commander is your Lieutenant they should get the Lieutenant bonus.
Holy crap, just realized this guy has haste. I might put him in my Mogis deck, even though it has almost no creatures. The potential drop this guy when Repercussion and Dictate of the Twin Gods are out and hit my opponent for 28 is just too good.
That is a strong dragon. Zirilan players are probably freaking out. A overall great red card.
Mehhhhh....as a Zirilan player, I'm not so sure. Is it really better than balefire dragon or bogardan hellkite? I think not. It's better when actually casting it. And, excuse me sir, but Zirilan of the Claw does NOT cast dragons like some sort of plebian.
Anyway it's pretty cool though. I'll have to do some soul searching before deciding whether to slot it into zirilan, but I doubt it.
For a cycle of creatures supposedly pushed beyond what's normally printable for normal Magic, the Lieutenants are pretty mild. Don't get me wrong, I love Haste, but their optimal stats don't come across as any more pushed than the average mythic.

Each of the lieutenants are mild when you don't have your commander out. However, you're crazy if you're telling me that a 7/7 with flying and haste that nukes a creature whenever it attacks isn't busted at seven mana.

Actually, having those two cards out would make him a 1-hit KO:
7 dmg to creature * 2 = 14 dmg to creature. Repercussion triggers deals 14*2 = 28 dmg to the player
+ the combat dmg of 14 (7*2)
grand total of 42 damage in one turn.

At least in the 1800's we had spells that actually did something. I remember in 1492 when I first opened a pack of Alpha under the dim light of my oil lantern, I was at least inspired to travel to a new undiscovered land.!

I'll probably give him a try in Zirilan, though I've not many appropriate flex spots to expend. I suppose I can finally remove Zodiac. He's kind of an odd duck as is, and only good for the combo once every 100 games or so.
This guy seems like a lot of fun! Gonna have to go in my Surrak Dragonclaw EDH I'm building.

I like this card a lot.
Scion is your commander, so he's obviously going to be out if he's a Tyrant's Familiar, so he'll always be a 7/7.
