Choose an opponent. You and that player each put three 1/1 white Spirit creature tokens with flying onto the battlefield.
Choose an opponent. You gain 2 life for each creature you control and that player gains 2 life for each creature he or she controls.
This seems potentially really good. You can flicker one of your own guys (or trade it up to a reanimation target) and draw two cards. You can target an opponent without a creature if you don't want them drawing cards (or take out a good edict target in exchange for two cards) and you can target a player with nothing in his graveyard to blank the second part's drawback.

Definitely has enough flexibility to do interesting things, though. The potential is high. half a victimize, sign in blood, and an edict all rolled into one. And of course you have the potential to target players without creatures to sacrifice or creatures to reanimate, in which case it's just half a victimize with a sign in blood stapled on.

If Tempt with Glory and Curse of the Forsaken taught me anything, it's that political cycles are bad and that the white card in them is borderline insulting.
I like this card very much, but I am displeased about the name, since I was planning to create my own card with that name as a less powerful version of infernal tribute; now I need to use an entirely different name for my alternate version of infernal tribute.

I like the white one more, although maybe just because it's easier to grok. Costing less and being an instant are both big bonus points. Might find a home in my Teysa deck if I ever rebuild it. Also if I ever build my ink-treader nephilim deck.
On the downside, someone IS getting 3 tokens, no way to stop that really (ofc, not a downside in ink-treader). But the lifegain can pretty easily target someone who won't care.

Actually, there is a way to get around an opponent getting tokens. Since it's an instant, you can wait for an opponent to attack another one who has poor blocks, and give the defending player tokens so that he can trade them with the other player's creatures. It may take a very specific situation for that to happen, but you get great value if it does!

Instead of focusing on all these tedious, unplayable politics cards, how about giving each monocolored deck some tools to work with? I thought we got all that negotiation-garbage out of the way with conspiracy.
I'm SO SICK of the "too strong for Standard" argument. It's the new "Dies to removal". We can have a two mana 4/4 with a zillion abilities, but we can't just have Accumulated Knowledge. Makes sense.
