This card is awesome, but its destruction ability is far too expensive, in my mind. I know that the card is colorless, but the ability is not repeatable, and the ability of perilous vault, which is far more powerful, is less expensive than it.
While the destruction ability is to expensive for general use, it would be included in decks because it also produces mana early game. Also, if Perilous Vault's sweeper is stronger or not is irreverent - you are not going to use Vault to deal with a problem card.
3 mana is far too much for a rock, and 10 over two turns is far too much for a Vindicate, and the versatility isn't enough to make up for that degree of excessive mana cost.
This is a bad card. That doesn't mean it will never win games, just that it will underperform much more often than it overperforms.
Usually my response would be to tutor for Disk, or cast All is Dust, or Spine of Ish Sah, this is just one more answer in the toolbox. Not strictly better than any of them, but not a terrible card either.
Well but being forced to boardwipe just to kill one permanent is kind of a bummer. And while spine does the job, it's also useless early in the game and sorcery speed only, which sucks if you're trying to disrupt a combo. While it can't replace all is dust or o-stone (disk i'm not a fan of, personally) it's really nice to have such a versatile card that fits into 2 very different roles for the deck.
As an uncommon, it may be that it is in all five decklists.
In the previous, releases, Uncommons were in three of the five decks.
I would expect they'll do that again.
Well this and the colorless Krosan Verge are both uncommon, which makes sense because there's no actual partial overlap in monocolored decks, so they'd bump up the commons to uncommons to deal with the fact that there's no overlap.
Basically: Because these decks are monocolored there wouldn't really be a "3 out of five" deck classification for uncommon cards, so they bumped up commons to uncommons.

I actually took spine out of my glissa deck because it was too slow, this doesn't require a sac outlet and acts as a mana rock seems good. I will probably also need it in Zirlian along side spine and vault as well.
I suspect it will be in the U B and R decks and not the G and W.
