Probably not, especially in countries that are not getting a PTQ. If I qualify as a New Zealander I'll need to travel to Australia to play in one.
I'm not sweating over the value of my two playsets of Liliana, especially since this printing means she's not likely to be printed again any time soon. (The next likely opportunity would be as a Mythic in Modern Masters 2, which didn't really affect Bob, Goyf or Clique significantly.)

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.

Yeah. The reason they originally gave for her not to be actually wearing it was that they didn't want to conceal the face of the front woman of the set, but with a promo like this it would be much easier to get away with something like that.

Good question, as far as I can tell, it's up to the store running it. All advanced stores can run one preliminary during the season, and can choose between Modern, Standard, and Sealed no matter what the actual Pro Tour format is.

Maro did say that art is by far the most expensive part of making Magic. Without core sets, it does mean they will be commissioning a lot more arts.

They could use the alternative LotV art which is pretty similar to the iconic original, but with a different dress. Or instead of the same layout, maybe a different one. This change wouldn't increase the price significantly.
And besides, art may be pricey nowadays, but isn't WotC more richer as well? They should afford the price a bit more. Why get stinger for the sake of profit? This was just lazy.
I love Lotv's original card art but man, that sideways lean in the picture drives me crazy. I wish Wizards would have just rotated the art to make her actually upright in the picture.

Idk about this, pro tour qualifiers are already a big event. There are only a few here in New England when I just looked there was about one per state. Last one I went to there were only maybe 400 people. So if only the winners are getting these promos then you have 1 person per state getting a promo. Unless first and 2nd place get to go to the regional. I'm not sure how many get to go. It doesn't seem like there are going to be that many promos given out.
Let's say the lot 8 get to go to the regional event. Still not that many promos.
When do these regional events start to happen? I think we are still under the old system till next year right? Then card shops can just hold tons of qualifiers? PTQ qualifier every week to try to get to the regional one.
