I fear what this is going to do to the value of the cards in the set. With most of the rares being prerelease promos (and foil to boot) and most of the mythics being junk, it really looks like all of the value is going to be centered on the five fetches and Sarkhan. Maybe Sorin. I guess this is good and bad.
Because the pre-release promos are so varied, I don't think that the price of them will tank that greatly because of it. It's also not currently known whether some of the more exciting rares like Crackling Doom, Siege Elephant, Butcher of the Horde, Rakshasa Deathdealer, and others are available as pre-release promos, which could cause their prices to be higher.
Think about it this way. Let's say 1 million players play the pre-release, and then each of those players buys exactly one box of packs. This is a very simplified situation, but it should give you the general idea.
At the pre-release, 25,000 copies of each pre-release rare/mythic are opened. There will also be 5,000,000 other rares and mythics, which equates to approximately 83,000 copies of each rare and 42,000 copies of each mythic.
Then, 36,000,000 other rares/mythics are opened. This equates to approximately 600,000 copies of each rare and 300,000 copies of each mythic.
So, in total:
Prerelease rare: ~708K copies
Prerelease mythic: ~367K copies
Other rare: ~683K copies
Other mythic: ~342K copies
This means that, on average, a Pre-release Rare is about 3.5% more common than a non Pre-release Rare, and a Pre-release Mythic is about 7% more common.
Let's compare this to the two previous types of Pre-release situation - 1 card per faction, and 1 card for everbody
1 card per faction:
200,000 copies of that card opened at the Pre-release. The seeded pack has the same odds as the Pre-release promo in the above situation, so the only difference is
PR rare: 908K copies
Seeded Rare: 708K copies
Seeded Mythic: 367K copies
Other rare: 683K copies
Other mythic: 342K copies
This makes the seeded cards 3.5%/7% more common than a regular rare/mythic, and the Pre-release rare 33% more common than a regular rare (and that's not even taking into account the fact that it's also the intro deck rare)
1 card for everyone:
1,000,000 extra copies of that card handed out, then 42,000,000 packs opened (since each player opens 6 at the PR plus one box). 350K of each Mythic and 700K of each rare opened.
That makes the PR rare about 143% more common than a rare, and if the PR card is a mythic, it's about 400% more common than another Mythic in that set.
These are obviously made-up numbers for the number of PR players and the number of packs opened (the number of packs is probably considerably higher per player), but the point is that the fact that these cards are available as promos will have a negligible effect on the price of those cards, especially when compared to the previous method of 1 rare per faction or the prior method of 1 rare/mythic for everyone.

^.^ good. I hated myself for lookin at all the spoiled khans before the release. Tomorrow's gonna be my first prerelease and I spent quite a bit just to make sure I'll get something good. I didn't know they were giving out promos so at least I'll get a couple of surprises.
But wait, I do remember seeing a couple of promos at my store... Huh.
Well, considering collecting the promotional card was the main reason I attended prereleases, I guess I don't have a reason to go anymore. At least when they changed it to five promos, they still were... well... promos, and not just time-stamped regular cards. Thanks for saving me the money, Wizards.

As for this stopping people from just one clan I don't know how well that worked because the one lgs doing a midnight event was taking the clan when you pre reg and temur was the first to go days before any other clan

I have that collection too but I decided not to collect the nonalt-art foils with timestamps. Those are not real promos. I'll just take the Dragon Throne and save myself some hassle.
I haven't played in a prerelease or release tournament since New Phyrexia and I don't feel like I've missed out on any great promos since then. I miss the days of free Wurmcoil Engines and Ajani Vengeants.

B) Some people wannt to have a better chance of opening the RUG 4/4 rare or Surrak
C) Some people think Temur is the best color and soo they pick it trying to win the Prerelease

That's my point I'm saying WotC did this in part to try and avoid everyone going for one Clan/Colour and it looks like it didn't work as well as they thought given the populatirty of Temur for prerelease.

You have a like a 1/8 chance of getting a specific rare or mythic from the pre-release pool. These boxes are printed in equal numbers so there there is 1 Abzan box per 1 Sultai box, meaning that even if one pre-release pool has a superior selection of rares/mythics you still are not flooding the market. I really think this takes it slightly more of a cross between the way they used to do it 6 random packs+1 pre-release card you can't use and the way they do it now.
Those also claiming the fact that Temur is super popular or something have proven this is a failure, are neglecting to mention that one clan will always be more popular overall. I mean the more competitive players will still evaluate each clan and determine which they consider the best even if they came with 0 promos you could use.
New videos from MtgLion on youtube show him opening 10 seeded packs. All of the promos he got all where rares with the clan's watermark on it, so they were promos that made sense as promos for their respective clans.
