I have to say I'm rather disappointed by this card. All of the other ascendency's help to enable their wedge's mechanic in some way, while this one just "gives" its mechanic to all of your creatures.
Playing Temur Ascendency without ferocious creatures in your deck is really lackluster
Playing Mardu Ascendency without a strong desire to attack (a.k.a. trigger raid) is pretty mediocre, and it also gives you extra ways to enable raid
Playing Sultai Ascendency ensures that you always draw and never mill the Delve cards you want while also providing fuel in your graveyard to cast Delve cards
Playing Abzan Ascendency can help to trigger all of your +1/+1 counters-matters subtheme while also working well with the "endure" theme of the wedge.
You can play Jeskai Ascendency with 0 Jeskai/Prowess cards as it just gives all your creatures Prowess. It doesn't even help you find noncreature spells to trigger Prowess unless you already have noncreatures spells to begin with.

That's not true - this can generate value the same turn if you can cast another noncreature spell the same turn. Whereas sultai ascendancy cannot generate value the same turn you play it (unless you have an enchantress or whatever).
I think this card's really fun and powerful. I don't think you're going to be comboing off in standard, but I could see it in maybe Modern, and running it as a plain value card in EDH.

Which this erm, doesn't do. Filtering and buffing/untapping- particularly telepgraphed tapping to preclude it being a combat trick- is a hard sell for a 3 CMC card slot.
Its really a card that won't have a home unless it can be broken in either full infinite combo or just some stupidly good interaction. The main thing this card has going for it is the repeatable untap effect, and there are so many hoops to jump through and wizards is so adamantly anticombo that I wouldn't hold my breath for any 2 card win con to be printed

Inspired; I'll be honest, I really hate inspired, but then I remembered a few Merfolk...(Stonybrook Schoolmaster and Wake Thrasher in particular)
Man lands? Wind Zendikon? Myr mana dorks? If you splash green, things get crazy. The list goes on.
Granted in standard with a perfect curve you could go
t1: Land, Mystic
t2: Land, Caryatid
t3: Jeskai Ascendancy, Refraction Helix, Astral Cornucopia and combo from there.
Granted that it is a Christmasland scenario that would require perfect draws but killing someone on T3 in Standard again would be a great feeling. I could definitely see a 4C Ascendancy combo deck come up that is at least marginally playable.
edit: Forgot to mention finishers. You could fire off a huge Crater's Claws OR use Altar of the Brood.
Guys, I wrote this off at first, but this card is completely nuts after goldfishing with it for a bit. It has the ability to cycle any card in your hand in a set with Treasure Cruise. The prowess thing is just gravy, but don't forget that these colors have Prophetic Flamespeaker, another insane card that no one's managed to make work yet... that is also excellent with cheap instants and sorceries, and loves pump effects.

I think this card's really fun and powerful. I don't think you're going to be comboing off in standard, but I could see it in maybe Modern, and running it as a plain value card in EDH.
