I feel like the aggressive body plus relevant ability means this might see play as a bullet in Pod against opposing graveyard strategies, since it doesn't affect yours.
Whether or first ability is "target tapped creature" or "ANOTHER target tapped creature" is gonna be important. Putting a counter on another attacker is fine, being able to put it on herself is much better.
You can put the +1/+1 counter on a creature you attack with, so lets say you attack with this and 3 other guys, one of them can get that boost which can be relevant maybe? Put that counter on your evasive guy or something.

Anafenza is a she.
Somewhat boring design, I can't understand the purpose of having a sultai hate mechanic on a khan, and rather not something else more flavorful, but it's not a bad card by any stretch of the imagination.
She seems really pushed. Good body with low cmc, hoser ability (seems kinda random) and a pretty relevant trigger. This will probably be the best of its cycle for standard play.
I personally would have preferred it if she lost the exile ability and instead untapped the creature that she gave the counter to as well to work with Outlast.
She puts hate on Sultai probably from the natural hatred (I wonder if they are directly opposed on the color wheel?). Obviously the counter is to help support the other members of Abzan. Cheap and aggressively costed, it works out.
