Wizards print good rares, players complain about cash grab. They print underwhelming rares, players complain that the cards suck. They spoil the best cards first, players complain about the insane prices of preorders. They spoil the meh cards first, players complain that this is the worst set ever.
So. I think I understand now.
As far as these forums are concerned, WotC can never do anything good because:
Card that is new and probably good = "pushed"
Card that is new and probably bad = "EDH/casual fodder"
Card that is a reprint = "lazy"
Card that is a better version of an older card = "power creep"
Card that is a weaker version of an older card = "worthless"
I don't know, the design just feels so cheap, if you want a playable and moderately balanced walker, you take an existing meta proven card and stapled it to a planeswalker's butt. That said, is this guy dangerous in providing so much more utility and resilience to killspells that he could be broken? I'll be the first to admit I'm stumped whether it goes the way of walletsculpting or whether its just playable and balanced, because a year from now someone will be quoting my first reaction to it in either case.
He does feel on first impression dangerously strong compared to the tepid power shrivel we've gotten recently, because he's got some good arguments in being an improvement over an already imminently playable card. I guess its $50+ either way, eh?

His ult is actually quite good in theory, as by the time you get it off you will probably casting every last card in your hand anyway (Or most of them), and at the very least you probably are on a dead hand anyway. Even if you only end up using one of those cards, it's better to play the best of 3 cards over just top decking 1 at a time.
That said, the problem is that in *practice*, if you've turned him into a 4/4 flying, hasty, indestruble dragon three times, chances are the opponent is dead or near enough that you might as well be if you +1 him again. It's a disjointed ultimate that works not particularly well with the other abilities he has.
I would also like to say that his -3 is just sick. It's a really good removal ability.
Personally, I see Sarkhan probably finding his way into a some sort of X/R control build as a finisher, due soley to his +1 allowing him to be your win con and his -3 being able to control the board. His ult is good for some builds, but it comes just a tad too late most of the time to really be enticing enough over just attacking again.
Sarkhan and Chandra are going to make red fun in this year's Standard.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Wow, this card is very awesome, but I do have several questions/complaints about it, already.
First, why is he mono-colored? Both of his previous incarnations were multicolored, so it was only logical that his next incarnation would be, as well. This game already has far too many mono-red planeswalkers, as far as I am concerned, so it certainly does not need any more.
Second, why does his second ability increase his loyalty, rather than being a 0-loyalty ability, as is the case with both versions of Gideon, and why does he cease to be a planeswalker when he is a creature? Gideon remains a planeswalker when he is a creature, so I fail to understand why the situation should be any different for Sarkhan.
Third, why can his middle ability target only creatures? Direct damage abilities are excellent, but are far less useful when they can target only creatures or only players; the versatility of being able to target both creatures and players cannot be understated.
Fourth, what is the flavor explanation for his final ability? He seems to be free of the madness that came with being a servant of Bolas, so why does he still have an ability that implies loss of sanity/knowledge?

Gideon specifically says that it remains a planewalker. There's no reason that's necessary for the ability to work. This way, Sarkhan is immune to burn while a dragon. Flavor!

If you want to do 4 to a player, turn into a dragon and attack.

Sarkhan, the Dragonspeaker, Nissa, Worldwaker, and Xenagos, the Reveler make for some very nice "almost creatureless/Creature based Superfriends beats". Though Nissa might become harder to abuse without Shocklands, but she still makes 4/4's with trample.

From a flavor stand point Gideon is just walking over and punching you, sarkhan is transforming into a dragon and I was assume one cannot planeswalk while transformed(atleast Sarkhan can"t)

I don't know if he'd be particularly decent in EDH, because he's a PW people want off the board but it doesn't actually generate much advantage for you. The problem is that PWs in EDH don't stick very often unless their unimposing like Jace Beleren, so a PW being decent in EDH is actually a high bar. It either has to have value the turn it drops like Liliana Vess or Garruk, Primal Hunter, or it has to be totally beyond consideration like Jace as I said before. As a slight aside: The face that he'll always stick and never get attacked actually makes Tibalt a lot more reasonable of a consideration in EDH than he is anywhere else.

He's already Jund colored, so making him any Wedge would make his character 4-color
