So, It's a better representation of its effect: "During your opponents untap step, untap all creatures you control. Put a +1/+1 counter on each creature you control."
So, if you pass the turn, isn't this thing a 6/8? For 5? Isn't that good?
Hello, citizen of 1994! I like your interpretation and this card with this text would have played like you are thinking, 20 years ago. But nowadays, the wording is meant to read as it says: it untaps anything with a +1/+1 counter already on it during each untap step. It can't add +1/+1 counters on its own. So, basically, it gives creatures you dump counters onto (like Polukranos) vigilance, and occasionally does shenanigans with cards like Gyre Sage in multiplayer.
I should learn to read cards. ;^;
At least you didn't think that you had to use a physical +1/+1 counter to preform the action of moving the card 90 degrees, that's something.
So we get the enemy colored painlands and not the allied color ones? Well that's reverse of the norm, but I thought Wizards was planning to do full 10 land cycles from now on.
Enemy pains could indicate allied Fetches in the next set, to offset the colour imbalance. It would also make sense since it would allow Modern to have access to all 10 Fetches as opposed to only 5.
Or you could read the article, and now that's not true.
What's even more interesting is that usually people would be talking about this as the prerelease rare and analyzing it from that point of view, but actually there are 8 prerelease cards for each clan you pick for the event. I can't really say that this card would be good or not because I haven't seen the others...
Also, this card feels like it's missing a much needed evergreen keyword printed on it. I don't know what fits into those three colors... Regenerate? Maybe vigilance or trample? It feels like it's lacking trample...

Seems really poorly designed. So, in WBG colours we get a super watered down Prophet of Kuphrix (at the same CMC, no less)? Who interacts with +1 counters but puts none on the board? I call fake.
I'm calling it right now- worst rare in the set. Even good limited players will find better bombs at common and uncommon no sweat. Worst. Episode. Ever.
I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.
It makes sense seeing Outlast, but gets doubly disappointing once you realize Outlast is sorcery speed. The body is good enough for the cost though; it just suffers from the Moonfolk effect.
The world-building panel essentially cemented this as real. The Abzan have mobile fortresses that are pulled by giant war beasts. This card is absolutely a representation of that concept.

what bothers me about this is how outlast can only be used at sorcery speed meaning he doesnt help reuse that ability, which seems to be what he should be designed to take advantage of.

It's the sorcery speed that this guy actually addresses. You lose your blocking potential when you use outlast, and this elephant eliminates that drawback. They knew what they were doing.

Maybe the flavor text is a play on the word "House" since it's capitalized? House being the thing the elephant is pulling but also the group of Houses that make up the clan?

I love mechanics around using and manipulating and benefiting from +1/+1 counters, but come on, it's feeling a bit worn out lately....

Well its pretty solid with Outlast, tap your dude, make it bigger, untap ready to block.
Its big enough 4+ power to trigger the other mechanic and 7 thoughness will probably just block absolute everything.
Its fine as it is, even if i would like to have some extra outlast ability on it, just to make it even bigger and have counters for its own ability.
Another cool shenanigans would be if it would untap "permanents" with +1/+1 counters on them, or even permanents with counters in general ; then my inner jonny would parade, from the idea to play all Vivid Lands and only permanents with counters.

Sure. It is still a lot worse than Prophet of Kuphrix, who is not a format-defining staple or anything. For a measly +3/+4 it traded off:

-untapping ALL your creatures
