I don't know about that, look at the clash packs. So many good cards,2 great and 1 good alternate art foils. Also 3 very good cards and lots of good commons/uncommons.
Of course this could be a first time buff to the contents. I think some of these products are selling so badly WoTC realizes they have to put at least a decent value in them.

The fact that the art is so centered on the elephant, not the castle makes me think that it's less likely to be fortification, unless it's a fortification that turns the creature into a land. Even that's less likely than it just being creature, I think.

It looks like a creature, though. With that name, it probably has defender, but it still could be a creature. It's quite a bit more likely than a fortification.
I will say this more clearly: A fortress is an inanimate object, not an elephant. I don't think it's a fortification, I conceded that point a while ago. I think the most likely thing is a land that makes elephant tokens.
