The drawback is that you must resolve your deck around it a little. You must use 2 cards to get a good creature + you must be heavy on artifact in your deck + blacksteel citadel could cripple your manabase (if you want to get 2 color) since it's colorless mana.
The reward is great, a turn 2 Flying or indestructible 5/5 but you need some good deck building around it.
Maybe the "base" wording indicates another attempt to re-jig the rules on changing power and toughness etc. Even if everything still works the same, though, I think having the language to refer to "base" power and toughness is potentially helpful (especially if they print it on something not involving square stats).
This thing is way too powerful to be uncommon. In terms of infect alone it seems really dangerous, not to mention affinity. Strap this on an etched champion...yikes. Who knows, maybe WotC is thinking about banning plating and decided to give affinity another tool.

I'm surprised to see so many good uses for Darksteel citadel in a core set. We have new nissa, shrapnel blast and now even a really powerful option in blue. Time to snag those foils.
I'm SO SICK of the "too strong for Standard" argument. It's the new "Dies to removal". We can have a two mana 4/4 with a zillion abilities, but we can't just have Accumulated Knowledge. Makes sense.
Now this looks like fun. I wonder if this can be effectively used in more controlling decks.

pretty sweet for modern and possibly standard, depending on how KTK turns out artifact-wise.
As for the wording, pretty sure it's just to make sure newer players understand exactly how it works without having to get into the whole "Layers" rule-subset. Might even be a hint at rules simplifcation looming on the horizon for layers as a whole.
Remember, core-sets are marketed towards newer players... so this totally makes sense to me.

Yes, core sets are geared at newer players, but cards in core sets don't have a different set of rules/templating. Instead, the core sets stick to fairly simple mechanics and have lots of explanatory reminder text (that's the text in parentheses and italics, which Ensoul Artifact does not have).
And although the core set has been used to introduce new templating for existing things, we've always found out about that through an article on the mothership spoiling a new-wording card and explaining what's happening and why, usually far in advance. When M12 introduced "hexproof" and "dies", for example, we found out through a mothership article published a month before M12 previews even began.
So unless/until we see it on the main WotC image gallery with this wording, I'm going to assume something went wrong with the LRR preview image, since that's the likeliest explanation.
Use Ornithopters as targets for a lot of this stuff I guess. Not sure about good sources of Devotion for Thassa, although her bident is probably a good idea since this deck wastes a lot of cards with token transformations and enchanting.

I recall a time not that long ago when Standard was dominated by decks built around getting a T2 3/2 flyer-
I wouldn't be at all surprised to see this spawn a new deck,

lolwut? this card is INSANE in Affinity decks! I will play this over every copy of Thoughtcast and turn Mox Opals, Darksteel Forges and Springleaf drums into really big beaters. Lone lategame Ornithopers? here, have +5+3 for 2 Mana! enemy at 5 poison and more or less tapped out? here, take the other 5 from my giant Nexus!
What if you are crafty enough to attach it before it has protection? Then you play your 3rd artifact and sit back.

There's really not enough artifact support for this in standard, and I really don't think it's what affinity wants in modern.
