Is there a difference between "attacking" and "attacks"?
Yes. A perfect example is last Standard season with the Exalted mechanic and Geist of Saint Traft. Because Geist attacks alone, he still gets the exalted triggers in spite of the fact that the 4/4 angel appears during combat and is attacking as well.
Brimaz is attacking, but was never declared as an attacker, he just "appears" during combat.
None the less, a "free" Brimaz on the field is still pretty good, even without the token.
Lol don't let me swing with this ever, free fabled hero + gods willing + dauntless onslaught? Swinging for guaranteed 12 turn 4 , maybe 16 isn't bad. There's a reason you never don't block fabled hero. Also Forgetting about Dictate of Heliod. I can think of at least 3 combos that I could use by getting a free soldier (Free Iroas into Boon Satyr bestowing for 4). There's fun things to do with a card like this.

Imagine having four of these and a big soldier in your hand and three mana. Turn four is going to be a hoot.

That could be like dropping 5 creatures and 13 damage on turn four. Then even more stuff the next turn if you have it.

Nope, doesn't work. If you put a Preeminent Captain into play off another Preeminent Captain, the new one is already attacking and doesn't get the trigger.
Cheating in Archetype of Courage could also be a nasty combat trick. Too bad Aurelia's not a soldier oddly enough. And even if Brimaz comes in tapped, it's still a good play since you're getting him into play for FREE.
Wtf is wrong with people? Turn 4 I get to cheat a 7 mana soldier into play for no mana and it gets haste? Lead in with elvish mystic do it turn 3? Oh and I get to leave up mana for brave the elements or gods willing or ajani's presence? He doesn't even have to connect for the effect, get a free foundry champion with pump mana and still get the ETB trigger? Instant lavinia of the tenth with haste? I just don't know what people are expecting from cards. Yeah he dies, but so does every single creature ever. If they're burning their kill spells on my 3 drop I'm winning, and they have to do it on their turn god forbid I have the plethora of single mana protection spells in the same color once I get open mana. This is powerful right now, after rotation remains to be seen but we have a lot of giant soldiers at the moment.
He seemingly fits directly into the Ephara aggro deck, where the Capts trigger will also trigger her on turn 4, after playing her. Against creature-less decks this guy is just as threatening as Brimaz, and I dare say unanswered could take over the game with a few free creature drops.
Lavinia seems fairly well positioned anyway, and we needed a home for her, so hopefully the Ephara deck can be competitive.
Good card is fine

He makes a lot of the more unplayable Boros guys usable, like Blaze Commando & Palisade Giant.
