I wished the wording would actually say, "Whenever this creature is declared as an attacker..." to make this clearer, but it would take up more text on the card.
It's a sad day for magic if people think that this is op or "too good".

Yeah, it's nowhere near amazing. At one mana, it's completely broken. At two mana, still probably broken. At three mana? It's decent, but lots of three mana cards are good, you can only play so many of them.

Well that's asking for a lot. This thing costs 3 because its ability allows you to play a creature for free. Being able to play a creature for free with haste shouldn't be something a 2 drop has the power to do.

I realize that. Of course this card couldn't have costed 2 mana. What I'm saying is that I'd rather have a 2/2 with first strike and no other abilities than this card. The value you get from that extra mana is too unreliable. You need to attack to get value, and you might not want to attack into your opponent's 3/3, or it can get removed before you get to attack etc etc.

You're right, the kithkin, while putting into play when attacking, is also alot slower than goblin lackey. Turn four at best versus turn two, so i'll say again, he's good but not broken or too good.

Ok. Sorry for jumping on you like that. Like you already noticed, I thought you wanted this to cost less and keep everything else the same.
With the tools we currently have it seems like any strategy that would really want to take advantage of him would be far too high variance to be competitive. The card is definitely sweet but I do question its competitiveness.
So turn 2 the Spirit Enchantment, Turn 3 PC, turn four attack, drop a free creature and pay W for a 1/1 Flyer...a bit of magical Christmas land but it might be fun to put together and fiddle with.

Agreed. As much as I love the card and would LOVE for him to be used in a top tier deck, he needs help with Æther Vial at least, and even then it's not always a sure thing. Without Æther Vial he's just sitting there for a whole turn with a big target on his head. He eats practically any removal spell, and can't attack through many creatures due to his low stats. He needs anthems etc to be effective in that, and even still, there are cards that have more immediate impact or are harder to remove. Brimaz, King of Oreskos will most likely still see much more play, as it competes in cmc and is an all around better card. Indeed if you are able to get a card out of him great, but don't expect it to be easy.
Well it's a fairly huge difference, in 2 (arguably 3) ways that matter quite a lot. It's like saying goblin lackey has the same ability as elvish piper. So making the comparison in the way you did is misleading and makes preeminent captain looks considerably worse then he is.
Did I say they're the same card or that they have the same ability? Nope. But there's a valid comparison, because the abilities serve the same purpose even if one is weaker. Yes, Lackey is worse in several ways, but the point is that, despite Lackey being a weaker creature with a more narrow ability, it is a much better card, because that type of effect is so much stronger at the bottom of the curve than in the middle of the curve.
One of the problems is that with a very aggressive deck, which is the natural fit for this type of card, you might not have any dudes left in your hand by the time you cast your three-drop. (If you get Thoughtseized, this gets even worse, because they'll take away the payload and leave you with just the 2/2 dude.)
PC definitely has advantages over the other available creatures, but it probably is on the fringes. Brimaz is a better general-purpose three-drop and he doesn't see much play. So it's an uphill battle for PC in Standard, but the effect is powerful enough to keep in mind. If Tarkir gives us "Emrakul Changeling" then maybe he becomes a staple.
I love when Wizards reprints fun cards like this. I always wanted a copy but never got my hands on one the first time around. He really wants a Captain of the Watch reprint.
Such a sweet reprint! I actually really like the way this core set is shaping up. Such quirky designer cards, such great new uses for convoke (see obelisk of urd), and such great reprints!

A creature "attacks" if it's declared as an attacking creature. A creature "is attacking" as long as it's a creature that is currently an attacking creature.
A creature put onto the battlefield after attackers have been declared never "attacked", but is "attacking".

Didn't think my WU heroic deck would get anything past Theros block. Attacking with it and putting another attacking creature in play while having four mana up for the combat tricks is amazing, especially with Phalanx Leader, Fabled Hero and Ajani's Presence (4-mana is the sacred Ajani's Presence number, as it lets you target 2 creatures, or 3 with Battlefield Thaumaturge out.) On turn four with only three mana, it even lets you cast Battlefield Thaumaturge and Glimpse the Sun God while utilizing the combo to its fullest thanks to the extra attacking soldier he will put into play. This deck loves explosive plays, and this guy enables a lot of them!
I hope more people would give heroic a shot since it is a very fun deck (especially the Battlefield Thaumaturge/Glimpse the Sun God variant I am playing) but I can see why some would shy away from it. But even outside of heroic, I'm sure Preeminent Captain will find a home. I can't imagine Khans of Tarkir not having some amazing soldiers.
