I can see the Black in him with the graveyard shenanigans, but Red? I think he's only Red because he's a Goblin. His effect is so weird - I'd expect it on a G/W commander or maybe even U/G or B/G.

Red is the pinnacle of random and chaos, which i think he does perfectly.

I wouldn't be the least bit surprised to learn he was originally a BG Troll,
then was changed so he didn't "break" the cycle (or to give an unsupported color pair a fun general).

It still works, for the reason you listed. It doesn't refer to "the exiled card" or anything so it doesn't care if the zone change gets replaced.
I just slotted this into the legacy goblins deck. His ability is basically 2 put a creature onto the battlefield from the bottom of your deck or put a land or other spell into th graveyard from the bottem of your deck
This is such a lovely "weird" card. It has great art and an interesting ability, which would seem to fit quite well into something like Legacy Goblins. However, for my preferred format (Highlander), I'm not quite sure how to use/abuse him.
