We don't know all the details,
but I'm guessing you draft them like normal cards.
They start the game in play, so I'm not sure how multiples are handled.
Maybe they're like DFC cards, and there's one in each pack?
Maybe you can play one for each pack you open?
They should go ahead and release all the official details-
All we can do is speculate
They are definitely not one per pack from that video, as someone's draft pack was half conspiracies, and in the videos multiple people drafted 3+ conspiracies (while someone drafted zero). Given that all the ones thus far have been commons, it's likely you'll see a fair count of them during a Draft.
Monday should start a Conspiracy Week, so we'll probably get a primer on the keyword and ability words (Dethrone, Will of the Council, Parley, and Hidden Agenda) at the same time.

Seriously, he's not played that much because he isn't good enough for most decks. Some people use him the way that makes you ask this, but it's rare and not very effective for most people.
Most of these cards look like interesting in multiplayer and multiplayer draft only. Modern/Legacy only players need not apply.

I am very cool with a goofy summer set that doesn't create all sorts of weird eternal metagame and market shifts. That said, wait for it... there probably will be a card in here that breaks Legacy.

The card that costs 4 and is a sorcery? Maybe, but 4 mana... sorcery.
In a 1v1 format, split decision is effectively a 1U twincast, and plea for power is a 3U sorcery speed draw 3- not quite a FoF is it, thanks to sorcery speed, but still worth a look

I understand your sentiment entirely, and as a Modern player I don't much care, because none of these cards will be legal in my pet format anyway. That said, it's rather rare for a Standard-legal set to contain Legacy playable cards, so I think it's reasonable for Legacy players to hope for something they can use in supplemental products.

You know, I hear people say that once in a while and maybe it's because I've been playing for so long, but to me it looks like Legacy is loaded with cards from the last few years. It's like half the cards run are from Lorwyn through today. For this kind of stuff it's more like the stressed supply of the cards makes people get nutty though. When you have a limited print run set with cards you want... you get them NOW! There is no rotating out of Standard with these.

Guys, Plea for Power is literally just Concentrate with a slightly more splashable cost. If it's tied you draw, and your opponent will never give you a cheaper Time Warp when they can give you an on-curve Concentrate instead.

Concentrate hasn't been played in EDH for 4-5 years. The last time I saw it played was before Jace's Ingenuity and Recurring Insight were printed and way before people started relying on small draw and mana curves. There are some people who won't spend more than $.25 on a card and this card is for them, but I don't know those people.

Well, at the very least, the Maelstrom Wanderer deck is chock full of 4cc draw cards. The new card could replace Concentrate.

You don't get to choose, it's just a 3U Concentrate in 1v1. Reducing the color intensity of Concentrate isn't going to make it worth running in Eternals.

Seems fun in Storm but not necessarily useful.

How are you suppose to keep track of how many cards you drafted in a specific round, and how is everyone you play against suppose to know you're being honest about the +x/+x effect, do they have to call a judge every game?
And how does Whispergear Sneak work? How do you look at an unopened pack? You open someone else's booster pack?
And what merit would there be to drafting lore seeker? You specifically have to buy another booster pack you'll get 2 cards from? Yeah I want that card.....
And hidden agendas, how do you name a card secretly? Everyone looks away as you write on a piece of paper that's probably see through?
And how much advantage can you possibly get with a 35 card deck?
All these cards i mentioned seem really poorly designed.

Now, in order: Lurking Automaton: You draft in 8 person pods, then the pod splits into 4 person games, so ALL OPPONENTS SAW YOU DRAFT IT. Whispergear Sneak: Yes, you open someone else's pack. You did watch the video of the exhibition matches right? They did this. Lore Seeker: If you first pick from a pack outside of Conspiracy you'll be decking a first pick choice that'll be very hard to guess at. Such as MM. If you don't like spending money, well, you should really get out of Magic. Cards cost money like, every time you buy some.
Hidden Agendas: You... use a sticky note? Or a piece of paper. Not sure how this is hard. You're expected at tournaments to keep track of things with pen and paper anyway. Advantageous Proclamation: You have a super amazing bomb card in your deck. Your chances of drawing it are 1/X. A better statistical chance to draw it would be reached with a lower value of X. It's basically the equivalent of drawing cards five turns later than everyone else at your table. It's risky, for sure, as you're also five cards closer to decked, but it is not without advantage.
Edit: Forgot a part of my formula, then realized I was using a complicated version of the formula.

Look at how many people tell you not to even play 41 cards in a limited format...now think about how each card below 40 exponentially increases your chance of drawing the cards you want to draw. But by all means pass me that Advantageous Proclamation every time if you think it's crap...
