To sum it up, during competitive and professional REL's you're not allowed to use any electronic device during the match, you can only use your phone to answer phone calls if it's an emergency. Streaming and recording matches is ok as long as you get the head judges approval and your opponents. ( though one thing I don't understand is if using electronic devices during the match is forbiden, how are you able to stream or record gameplay? I guess you could use a camcorder but, it's kind of contradictory.)
Head Judges now have the latitude to downgrade decklist errors where they believe that the mistake could not be used to gain any advantage. And judges can use restraint on issuing infractions to defiant players
What if i want to use my ipod to keep track of my life, because it is a lot easier to not tip over slightly and lose track, and can also go above 20 without additional dice?

Whats the big deal about black lotus you ask? Well you see, there is no big deal about it. It IS the big deal.
That sucks though. Totally not green. Wastes paper and pencils. Plus, then i actually have to do math instead of just pressing -1 or +1 a couple of times. And it keeps nice neat track of the match time and the number of poison counters. (ya know... just in case.)
Edit- The rest of it does seem really good though. Though certain things i think don't make much of a difference with the devices. Like, my ipod has no way of communicating with the outside world. It's just there for games, music, and to keep track of my life.
But, it does make sense, because a lot of people have devices that could be used. But, if it sits on the table the whole time, and my opponent also uses it to keep track of their life...
I'll stop myself there, because it was already reasoned why they chose to ban them all. Bottom line though... booooooooooooooooo.

I have the same problem with an iPad life counter that I do with dice: from the ones I have seen, they don't keep a memory of the game and match. With a pad of paper and a pen, I can note the changes in life totals, so when my opponent says that I am at 5 life and I'm sure that I'm at 8 (or whatever) I can point out where the discrepancy is and there is little argument. If an argument did happen, the Judge is going to look at my notes and is likely going to side with me, rather than my opponent.

Sounds good. Fewer "Oops, Game Loss" situations is always nice, as long as it can be done without enabling cheating. This should be fine.

Competitive MTG is all about doing math. As for going green, you could use one of those sliding life counters. Or use scrap paper instead of buying new paper. I'm sure there are other ways.
Devices may be used freely at Regular REL as long as it is visible to both players; Outside Assistance rules still apply.
So FNMs, Pre-releases, and Game Days are still safe places for your devices, as long as they are visible to both players. Your iPad life counter is still usable at that level.

My ipod has a log that shows how life changes occurred and in what order. It is a little harder to understand than paper and pad, because it isn't like you can see each thing crossed out and where it went to, but you can see that it says at 7:53:14 Dennis' life total was set to 18, and at 7:54:09 Dylan's life total was set to 16. So it can paint a decent picture of what happened.
I think the hearing aid doesn't really fall into that category. I don't think they mean literally all electronic devices, just those generally meant for communication and things of that nature, seeing as they do include that you can take emergency calls, but otherwise should leave them in your pocket. I also think the term "use" is being used in the active sense, and not in the passive sense. Like, you can have your phone in use, on and in your pocket it. But you can't use it, out and in your hand texting your BFF.

Yes, the reason why I didn't mention it in the wrap up post is because it wasn't new policy changes.
True enough. I quickly skimmed the OP and then just jumped to the linked source, so I made the assumption that the policy change was more sweeping than it actually is.
Also keeps people from creating & posting embarrassing galleries of people's butt cracks..?
Well-played, Wizards.
Don’t use them during matches or any other “official” times (drafts, deckbuilds, etc).
There can still be buttcrack pictures taken when there isn't anything official happening.
A few players have asked about using video cameras to record or stream matches. This is allowed as long as the device is passive, not consulted, and you have permission of the Head Judge and each opponent.
...Or if you can get permission from the head judge.

Has anyone ever even tried to cheat using their phone? Seems like being overly cautious.
you put glare resistant screen protecter on your phone, set the brightness to low, bam your opponent can't read your phone anymore, and are free to get outside assistance. It's not that hard to think of ways to break the system. I am all for being overly cautious.
You guys are funny, don't even know the difference between electrical and electronic devices.
Hearing aids, pacemakers, cameras (grey area, hold-over from old tech) are considered electrical devices and not electronic. Now digital cameras, camcorders are electronic, but if they aren't part of a smart phone, are usually left in the electrical devices category because the electronics was ancillary to the primary function. Now they get excluded as long as they are "dumb" cameras from the electronic devices category.
Actually that's an important distinction to be made. I've been using an electrical mechanical calculator to keep track of my life total for years... I guess since I don't want to give anyone a seizure deciding if I'm breaking the rules or not, I'll leave it at home. Even though the paper tape print-out is super handy for jotting notes onto.
No more infinite lifegain decks at PTQs though... man it's like they don't want me to show up just for fun...
also, auto-shufflers, power drills.... ya know really not a well thought out wording.
I'm pretty sure this ban is more about outside notes, than people looking up how to beat that super secret sideboard tech. Pretty freaking obvious when someone is looking something up on their phone, even if its just sideboard notes.
Players may use electronic devices to do the following:
(1st bullet point) Keep track of life totals or other game-relevant information.
"Players wishing to view information privately on electronic devices during matches must request permission from a judge." Maybe hearing aids and other medical devices for sensory disabilities could technically fall under this, although it would be ridiculous (and maybe fall under discrimination law) to pick on them anyway.

Or a pacemaker.
I fully expect most judges will use discretion in such cases, but they really should spell out the exceptions in the policy documents.
Practice for Khans of Tarkir Limited:
Draft: (#1) (#2) (#3) (#4) (#5)
Yeah, this an oversight that certainly should be amended (assuming that it isn't already covered in the long-form of the policy).

hahahhahahahah. this alone makes me love this change. it was a long time coming.
