I think it's fine as a Limited card, since the likelihood of an opponent not having an enchantment or an enchanted permanent is pretty low. Also, Sealock Monster is fine in Limited.
My main complaint is this thing cannot tango with any of the gods.
I like the "or enchanted permanent" part. At first I was like "Hey, if they're enchanting their permanents then they control an enchantment!" Then I realized it was one of those built-in ways to get around the crappy serpent attacking restriction. Clever!
Not the greatest card in the world, but it's flavorful, has good art, a great name, and odds are this thing will never have to worry about its drawback in limited. Plus, it plays nicely with Whelming Wave

Great name & great art. These cannot attack unless creatures need bigger stats. 5/5 for 5U = ugh. I would have rather they changed the rarity, upped the power and toughness to where it would survive combat (or at least trade) with most gods, and added "when this creature attacks, target non land permanent loses indestructable until end of turn."

I was really hoping it would just be an uncommon with protection from enchantments, but meh. I guess this could see more play in limited considering it's not uncommon to see enchantments on the other side of the table in Theros limited.
A 5/5 defender is still a decent blocker in limited and if it can swing, it hits super hard. I'd never be disappointed with a halfway decent costed 4/4 or 5/5 in limited. It's not a high pick, but it's plenty playable.

Sure. Because that's totally in blue's color pie.
It's a decent card in Limited, as most serpent-type creatres are anyway, and if your opponent doesn't play enchantments to stop it from attacking, well, that what Stratus Walk and Gnalred Scarhide are for.
