It's a set designed for drafting. It has at least one card that specifically interacts with the drafting process. It's most likely going to be sold in stores that host drafts, hate to burst your bubble.

True, but sixty card casual is pretty rare these days, and EDH is primarily played multiway. I bet there are a lot of hardcore EDH players who don't normally draft but will just love this. It's my assumption that this is the main target audience. WotC make most of their profits from limited, so it makes sense they should be marketing drafts to EDHers.

How many people you think was not able to get a Mind Seize, because it was bought by someone who just wanted TNN, or would be able to buy it for ridiculous price because of TNN? Now, TNN was a miscalculation on Wizards' part, but if you put fetches here? And one big difference: You could still buy Mind Seize, take out the TNN and sell the rest as a complete deck except TNN. This cannot be done with sealed boosters.
Long story short: Putting fetches here would be a huge, huge mistake, and the only thing it would accomplish? Angering the audience the product is aimed at.

Okay, let's reason this out. It says that the card affects "Deck building." Now, in a very degenerate sense, every card in Magic affects deck building to some degree: if you play a Green card, you want to also play Forest, for example. But, let's assume they mean something more significant than this.
So, it affects "deck building." That's something you do outside of the presence of any opponent and before the game even starts. So, no one but you will know you're using one of these "deck building" cards until it comes out in play. It seems very, very unlikely that you would have to reveal it from your library at the start of the game or once you draw it. When they printed Miracles, they were careful to make the reveal optional so that you can't just use the mechanic to cheat.
Instead, it seems more likely that the card either: (1) allows you to do something about how you built your deck that becomes apparent exactly when this card is played (like Relentless Rats); (2) modifies something about your deck once it is used in the game; or (3) functions from somewhere other than your deck, like your sideboard, where it is easier to reveal it.
This all suggests to me the following:
1) It could be another Relentless Rats type card, or, as others have said, it could be a self-restricting card. This would be boring.
2) If it is a card that changes the minimum number of cards in your deck or your opponent's deck, it probably functions from somewhere OTHER than your library; for example, the sideboard. (Example: "Reveal X from your sideboard when the game begins. If X is in your sideboard, you may play with a deck consisting of only 35 cards.")
3) It has some in-game function that strongly informs how you build your deck. (Example: "Exile your library. Shuffle your sideboard into your library.")
I am hoping for cards that specifically name the limit in the deck. Such as:
Restricted (You may have only one copy of ~ in your deck)
Overpopulated (You may have [as many, 6, 8] copies of ~ in your deck)
I feel like "Overpopulated" is sort of pointless. Even if a card gets constantly passed in a draft and you keep taking them, you usually don't end up with more than 5 or 6 of them anyways. On top of that, the 4 card rule doesn't apply in Limited formats right? (Or has something changed? I only jumped back into Magic and was baffled by the new legend rule and such)

Started playing since Invasion, stopped at Scourge. Returned briefly during BoK's introduction of ninjas. Finally back into magic during Shadowmoor/Eventide.
Currently Running Bant Control and a homebrew Blightning Echoes for Type 2.

Here's some crazy conspiracy theory... Maybe the effect of Restricted (can only have one copy in the deck) was actually the effect of Avacyn Restored's Forbidden mechanic, (the one that was removed from the set for being too powerful,) and they are now using Forbidden in a set that won't be legal in Standard or Modern...
