I guess this is meant to be just a limited card, and I think it's a neat trick in that format. Don't think about it as a reanimator spell, it's more like Vile Rebirth 2.0.
Instant speed makes this interesting in limited and they avoided the shenanigans by "reanimating" the card as vanilla zombie. Probably restricted to limited, but good use of an uncommon slot nevertheless.
4cc makes it a bad "reanimation" spell but it's interesting at the very least.
First, it is an instant; and second, it just copies P/T so the drawbacks is not copied.
This is an entirely new design of reanimation.
I hate the direction they're taking with mono black. Exiling is so unflavorful and really harms the graveyard more than helps it. I would have been a million times more happy with a Zombify reprint.
Exiling does feel a lot more like a white mechanic. Black more so destroys it, and then exiles it from the graveyard. I have a feeling we are going to start seeing a lot more exile interactions. Bringing things back from exile and such, which i really won't like because it will make it feel too much like yu gi oh.

Whats the big deal about black lotus you ask? Well you see, there is no big deal about it. It IS the big deal.

Dont think they will do that.
If they would print such cards the distinction between the graveyard and the exile zone would become irrelevant.
Maybe some single cards like Misthollow Griffin but not something big and widespread.
It's better to use it with cards with drawbacks like Desecration Demon and Alms Beast, and the Gods (Nylea and Erebos in a dredge deck should be interesting).
Not competitive, but nice.

This isn't even that great a card in limited with all the bounce there is.

“A man's at odds to know his mind cause his mind is aught he has to know it with. He can know his heart, but he dont want to. Rightly so. Best not to look in there. It aint the heart of a creature that is bound in the way that God has set for it. You can find meanness in the least of creatures, but when God made man the devil was at his elbow. A creature that can do anything. Make a machine. And a machine to make the machine. And evil that can run itself a thousand years, no need to tend it.”
― Cormac McCarthy, Blood Meridian, or the Evening Redness in the West
This is interesting card design here. Wish it cost 1 less mana but it makes sense they want to play it safe when adding a new twist to a reanimation spell like this
I mean, hell, we're all on a forum for something that most people would describe as a "children's card game"...do what makes you happy. You are never too old to enjoy yourself.
Hmm, it's got game. Making a 10/10 on turn 4 with as little as two spells gives it a certain level of intrigue. It doesn't seem like it needs much work to get a game-changing body with flash on the battlefield. It's an elegant work-around of Colossus of Akros's drawback
It needs more creature based dredge enabling to work I think; problem with this card in dredgey is it takes up slots you want for mill spells, and messes with you having enough dudes, I think.
The flavor is pretty cool, as a Returned loses all recognition of it's past self, so does this card simulate that by removing all abilities the creature once had.
On the flip side, this card works really well with walls as it is based on the creatures toughness.

Well it sees power and toughness . So if you revive a 0/6, the token will still be a 0/6.

I really agree. The restriction doesn't really make sense, and really only gives the card more play.

What will be it's power and toughness? Variable... keep changing?
I was just saying this to some people, though if it did I would have to find a foil and make a cut in my Zombie EDH deck for it

Couldn't agree more. I really like the design space used here.

Ah I misread, thanks for the clarification.
