I can understand that. i tried a Pyromancer, nivix cyclops, guttersnipe, budged standard myself and i could never get the 3 drop draw spells to give me what i needed at the right mana. Hidden strings was ok at least. I'd be happy with a '1U instant/sorcery scry 2/3 draw 1' from JOU but i honestly cant see wizards making a good blue cantrip after what we've seen from the block so far.

If limited slows down by a good bit (which is likely), then taking a turn to refill your hand might be a plausible thing to do. In the current environment, it could say "Draw 20" and still be largely unplayable.
The argument that "sometimes it'll draw nothing" isn't really that important, since in those cases you would have spent your next four turns drawing dead, which is a game-losing proposition. Spending a turn to dig to past the crap via the scry is still worth it, and is maybe the best reason to consider running the card despite the infinity mana cost.

Storm Crow is strictly worse than Seacoast Drake.
