Hrm, this is actually not bad. I know a lot of players are dismissing this, but I can easily see this fitting into Mono blue, Blue-White, or potential blue-green Tron decks, where it'll essentially be a "Scry 3, draw 6+ cards" for 6 mana. Throw in pact of Negation for good measure, and you have a pretty powerful card / deck.
for everyone who thinks this will see play in EDH you're wrong. Also, its pretty obvious you don't play the format if you think this is good enough to see play. It's ******* awful, and stop kidding yourselves that it has a home
Drawing 16 for 5U isn't too bad in EDH. It'll see play. I've seen - and probably run myself - much worse cards in the format.

Scaling card drawing can be good, but since this one costs so much and is sorcery speed, you basically have to skip a turn before reaping the benefits from it, and you only have such luxury when you're ahead. And when you're ahead, do you really need that many cards? Basically, it doesn't help you win when you're behind, and it doesn't really win you the game on the spot when you're ahead.

I wouldn't take it to that extreme. Sure, there are more reliable ways to draw cards, but none can be as explosive as this and Sensei's Divining Top lets you know when the most opportune time is to cast it. Top reveals Land, counterspell, Blightsteel Colossus? Scry that Colossus to the top and draw 12 cards for 5U.
It won't fit into every blue deck, but there are some that can make good use of it.

For what it's worth, the opposite of evergreen is "deciduous" so I suggest we start using that from now on to refer to shroud, banding, islandhome, etc.
Thassa's Bounty is a sweet 1 of in UG decks as a top end, considering you have the best creatures in the format, a late game draw 3 is pretty backbreaking. Most often this will draw ~4 cards in the decks I would play it in, which is pretty solid. Will definitely pick this up from time to time, but would not run more than 1 in a draft deck. There might be some sealed decks that could play two.
though it is true it probably does not kick Thassa's bounty in the balls, because Thassa has no balls, it is still playable in limited as a one of to find more resources in the late game
Its funny to me when everyone whines about not getting a new cantrip. Guess what? you already had 2 called Ponder and Preordain and you played them so much they got banned. IF WOTC is going to introduce a cantrip back into modern then they are probably going to just unban one of those rather than add/designe yet another blue cantrip. I say this not only because that's easier but it also allows them to give modern a cantrip while not having to let a new one cycle its way threw standard.

When I saw this, I immediately thought "this must be part of a cycle with Riddle of Lightning." I think we may see Riddle get reprinted along with other "Scry 3, reveal the top card, do stuff based on the CMC of the revealed card".
The card itself isn't going to make any waves in anything other Block Constructed and the more casual circles of EDH (where you have plenty time and options to manipulate the top of your deck and play high CMC cards worth revealing).
