this card is great if it targets any of the green heroic guys... most notably Hero or Centaur Battlemaster

In limited or Block this should actually turn certain Heroic creatures into vicious removal for Green decks.
In limited for sure, it's obviously one of the best possible cards to draft. I'm not questioning this cards powerlevel, heck I'm gonna play with this card myself. But there are better options than Centaur Battlemaster. Even this card won't make him a playable.

How on earth does this force you to use it during their turn? If anything, the option to use it whenever you want to only makes the card better.
Choose target creature, then choose another target creature for each time ~ was kicked.
Each of them gains +1/+1 and "T: this creature fights another target creature" until end of turn.
"Choose target creature" is not standard templating. "Target" already requires a choice. It could be "Choose a creature" but that would prevent heroic from triggering, which doesn't make sense to use as a mechanic.
So i tried playtesting this card over Prey Upon and here are some things that came up.
It should be noted that Tactics requires your creatures to tap. So, unless they have haste, you cant topdeck a creature and then play tactics. The creatures you target have to bypass summoning sickness.
On the flipside, being able to essentially EOT pick off your opponents creatures is sooo good. Not to mention, it gives you an option to gang up and let your 2/2s take out a 6/6 while with Prey upon, youre SOL if those are your only creatures.
There is also an added bonus where giving your team +1/+1 can also potentially alpha your opponent.
All in all, even though the downside I stated above with the tactics is a little annoying, the upside and versatility this card provides on top of being instant speed makes it worth testing for.
Why wouldn't it work with that? It targets, Anthousa says "target", should work, no? Problem is if you have say three Heroic cards out, you'd need 2 mana to cast it, and another 3 mana for each Heroic, so at least 5 mana sticking around, which against the Black Devotion and Red Burn decks is going to be pretty tricky late in the game, assuming your Heroes haven't been Lightning Striked to death already.
But, would be nice to do a Mono Green deck that could hang with the big boys... Maybe M15...

I think he's talking about the ability. You need to target her first to get your three 2/2s, which makes it impossible to add the Strive ability of Setessan Tactics to those 2/2s.
After janky Izzet decks, Mono Green is one of my favorite decks to play, and this is a nice addition. I wouldn't mind backing it up with a few Ajani's Presence or Gods Willing in a light white splash for Fleecemane Lion.

I think with the T templating, it's probably gonna remain nothing more than a limited house.
