The red enchantment is disappointing, assuming there's a rare Flash cycle of enchantments. Furnace of Rath isn't that good nowadays and was only playable in burn which would rather not get to give mana and can't take advantage of the Flash. It's like all Kruphix's stuff is awesome..
Burn is just as happy as anyone to use the Flash here. End step drop this, untap, burn you out. At 5cmc it's not something you run a lot of, but it has definite applications and the entire deck likes to run at instant speed.
I think this card is significantly better than Furnace since it is so much easier to take advantage of the "symmetric" effect in your favor.
I am liking dictate of kruphrix... I have.... plans... flash is super important for making it a good card.
there are lots of was to make opponents drawing cards a good thing for you *shifty eyes*... furthermore a deck like Mazes End Fog wants to draw more fogs against a deck that only has more creatures.
I have a soft spot for Howling Mine effects, plus I really like the weird, ethereal direction they seem to have taken with all the Kruphix artwork, so naturally I like Dictate of Kruphix. Giving a Howling Mine flash is also an interesting direction... Usually cards like that don't really make any waves in any sort of competitive format, though, but they're kinda fun for EDH at least.
The whole cycle of dictates should be fun to see. Everyone likes flash on random enchantments, right?
As for the other card (coinsmith), it seems like it requires way too much effort for any meaningful gain.
I actually quite like the Coinsmith. In a dedicated enchantment deck that runs both those colors you'll have plenty of incidental lifegain to leverage on top of that which the smith will net you, and the body is already solid. The question, of course, is if there's pushed card that puts that deck into the realm of playability.
Also, no appreciation for the fact that we're finally seeing the first non-aura, non-creature enchantments in the block? About time.

Either way the Dictate will top out a R/w agro build nicely. Legion Loyalist>Ash Zealot>Boros Reckoner>Iroas, God of Victory(Active!)>Dictate of the Twin Gods. Even your most basic burn spells become great when you can Lightning Strike Boros Reckoner for 12 to your opponent, Boros Charm 8 to your opponent directly, or even go infinite with Boros Charm to make Boros Reckoner indestructible then have him target himself repeatedly doubling damage and hitting your opponent for 2xy (x is the damage dealt and y is the number of times it gets dealt)!
Edit: Oh, and if anyone's curious, the effect DOES stack. If there are two of the Dictate on the Battlefield (ie. you cast one at the end of your opponent's turn and one during your combat step) and a source tries to deal 2 damage to a Boros Reckoner it will be doubled to 4 and then 8, THEN the reckoner will try and deal it to another target doubling it to 16 and then 32! Even without the reckoner, two Dictates will cause Boros Charm to be worth 16 damage!
Dictate of the Twin Gods is my favorite card revealed so far, mainly because it actually might bring competitive combo back to Standard. All you need is Boros Reckoner and Boros Charm, 2 cards that already are top-tier cards in RW. Well, and you need something to damage the Reckoner, but that shouldn't be hard for RW to do. That's an infinite damage combo, and I think we might actually see that happen in reality (whereas the elite arcanist combo was really only in theory and never saw actual competitive play).
The Dictate Cycle is very interesting indeed. It's a well designed cycle where the flash makes all the difference. For Kruphix's it's about drawing cards first, for the Twins' it's about preparing to deal lethal.
And they contribute to devotion - a flashed-in Dictate can be a combat trick.
I think Dictate of Kruphix could fill the same role in Monoblue Devotion that Underworld Connections does for Monoblack Devotion. Maybe as replacement for Nightveil Specter in the curve.
The Coinsmith is a bear with upside. Probably not playable in Standard but definitely a solid limited card. The two Dictates are very good in certain FNM, fringe Standard decks. I really think Iroas could work really well in a RW control deck and the new "furnace of rath" could be playable as a 2 of. The blue dictate is perfect for Turbofog.

we already have a Heartbeat of Spring reprint in standard - Zhur-Taa Ancient for 3RG, combine with Savage Summoning or Prophet of Kruphix for flash...
