The more I think of it, the more fine I am with this card. I feel like this card does a lot of things that "must be done" but that I dislike, leaving room for better rares.
My thought process is that white was bound to have a constructed unplayable promo (because Wizards doesn't want a card everyone has access to to be too good,) and a bad rare heroic card was also a given (mostly bad because heroic just isn't great for the removal-heavy formats in constructed.) Basically, those two constructed unplayable cards could have taken two slots, but only take one thanks to this guy. And the good thing is he's actually very solid in limited, making him a decent prerelease promo.
That probably sounded strange, maybe I just have a strange sense of optimism.
This card is disgusting in limited, so I'm guessing it was pushed to rare on that account. I'm fairly certain this will see some Standard sideboard play. Even Seraph of Dawn saw some play, after all, and Fiendslayer Paladin isn't going to stick around forever.
People saying, this is a crap rare, never played Theros limited or faced a hopeful-eidoloned wingsteed rider.
Lifelink is huge in this tempo-based format, and heroic - especially in white - turned out to be THE go-for-archetype, because it's so strong.
Just realize it: not every card can be a legacy, modern, standard staple!!!
I think it's more to do with people sick of pulling garbage rares in boosters outside of limited (in this block).
You're right - pre-Theros EVERY rare was a legacy-staple, worth dozens or even hundreds of dollars and people were dancing after each booster cracking, because they got exact the great rare they wanted.
Theros ruined the game.
Oh darn, I didn't know I was dealing with a clever genius! If I knew you'd counter with a hilarious sarcastic response, I'd would have never said such an outlandish thing. I'll admit, you are right. Although I didn't mention legacy (or any format except for limited), I must have been implying it. I think the best thing to do is castrate myself.

I fear I won't have much time to play Magic these days.
I get to watch worlds develop around me.
I get to watch great leaders, terrible oppressors, and trend setters rise and fall.
Limited, Standard, Modern, everything is a different playing field I feel I can observe, but will not actually touch.
I look forward to the stories I will hear.
And more so to the ones I will watch unfold first hand.
Isn't the unknown exciting?
It should've been a 3/4. It would've separated it from our pushed common friend (no matter what you say, even a pushed common is still a common, and that's not an excuse for this guy to be the same as it.) Seraph of Dawn. Overall, it still seems pretty solid.
I hate rares like this, one that are highly annoying to play against in limited, and ones you hate opening outside of it because they just go in your jank rare pile.
Sure, it's rare because of limited, but what was the point in making this card at all? There is already a flyer in the same color with the same damn heroic ability. They seem to be getting lazier in their design, as evidenced by the multitude of "old card + scry 1" cards in the block, and cards like this and the previous white promo.
Hmm I like it. Opening this changes the pace of heroic decks quite a bit. While other heroic rares wants you to go low curve aggro, this one is more suited to a grinding heroic plan. Pretty cool.
busdude: There's actually two other flyers with its heroic ability.
Having said that, it clearly completes a vertical cycle with Akroan Skyguard and Wingsteed Rider. Edit: Hmm, apparently Rider is Common. How I misremembered that... >< My bad, carry on.
Would have been cooler as 1WWW and a 3/3, though. More answerable, more cyclical, etc.
The above argument aside, I would say that it probably started off as Uncommon (or maybe even Common), because 'Heroic Seraph of Dawn' isn't Rare, right? 'Hey, maybe it can even slow down the format by racing well.' And then Development probably found out it simply took over games. This into Observant Alseid, as someone else mentioned, might as well be GG in this Limited environment, unless your opponent is playing Black AND has Lash in response to the Alseid, or is playing Sip of Hemlock (which we won't comment on).
I'm not too happy with this card, even as a Limited player, but the hyperbole of the invective against it is unfortunately fairly common.
This looks like the classic white intro pack rare. Something that's never going to be played in constructed, but will be a pain in the butt in limited.
I'm so glad this is a rare and not an uncommon. There would pretty much be no reason to play any other color in JBT limited if this guy was seen in every draft.
I guess today's arcana effectively confirmed this is the prerelease promo. I find it hilarious how much better this is than all the other prerelease promos for JOU, to the point where it will be hard for me to choose any of them but white even if I go to multiple prereleases. The past 5 sets with playable promos have all had them be relatively balanced, so I have to say this is pretty surprising.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
It also seems very good in limited.

What cycle? Which one is the uncommon?
It is in fact the white prerelease promo and intro pack rare, confirmed in today's Arcana.
Maybe I should go white this time, although the blue and red promos seem powerful too.
Well, the body isn't quite there, but it works. Decent curve-topper for Heroic decks in Limited.
Crap. For some reason I thought Wingsteed was at Uncommon. I didn't draft enough this set haha.
Still I don't like the lazy design. We've basically gotten the same white card 3 times now.

But yea. Lazy heroic card. Not there was much space to do with a limited mechanic anyways.
