Yeah, I see no reason why Cogwork Librarian would be banned in Legacy/Vintage. There's nothing about it that would cause problems in Constructed. The draft ability has no relevance in Constructed, and the rest of the card is just a mediocre creature. As others have mentioned, similar analogs would be the Commander-specific cards like Command Tower or Derevi, Empyrial Tactician. They have text on them that is irrelevant to Constructed tournaments, but they don't break anything if they're played in them.
Cards that are banned in Vintage are those that cause problems with tournament logistics:
* Ante cards (Demonic Attorney).
* Manual dexterity cards (Chaos Orb).
* Shahrazad.

While this is true, I think it is highly unlikely that the cards will not include some form of indication on the card itself that it is banned in those formats.

In any case, I seriously don't think there'll be a $100 card in the set. I'll be surprised if it did.
