Whatever way they package them is obviously rather imperfect, because this might be something like the 10th time it happened.
This card would be pretty powerful in 1v1. If the caster merely votes for condemnation, the board is wiped except for your 4/4 Flyer. Esper Control's new finisher.
The more I look at the art, the more I think its a leftover art from Ravnica. Ad Nauseam is the only example I know of block specific artwork being inserted into another block and so if this is a real card then it is in a non-block product.

actually i think they said it in the article about the new frame ( i remenber something about +-99% of succes on packing. that fail of 1% is corrected by humans...)

So let's assume this is real, and let's assume it is from Conspiracy, and let us assume Conspiracy is the spring/summer product like Planechase, Archenemy etc. were.
So we learn:
- It contains new cards.
- It contains at least one new mechanic, which uses player votes, which is totally new to Magic. I daresay this player voting is what got it the name Conspiracy. It sounds like ultra-political EDH, you may be able to form secret teams before the game, along the lines of "I''m packing Magister of worth, and will vote X, we should team up and I can count on you to vote X too (or perhaps even Y, as a bluff).
- It's likely to be strongly multicolored, which has me all excited. As this is an Orzhov-color card, it likely contains all ten color combos.

If so then this is exactly what I thought Consipiracy to be when it was first spoiled. I can't wait to add it into my group Commander/Planechase games as another level of magic craziness.

Voting in the open is actually a big part of some games where the 'good guys' have to find out who the 'bad guys' are and stop them from ruining everything. You have to choose which votes to bluff through and when to take actions that could/will reveal yourself as a 'bad guy'

This is true, but I can't remember an example of it happening with cards from a supplemental product before.
Anyway, I was wondering why they hadn't announced this year's summer supplemental product yet. Given how they're responding to this, this does look like an intentional marketing campaign.

The thing of 210 cards in set makes me thing that if this is part of a multplayer product then we will have 5 + decks on it.
No it would only be four decks since the set size is closer to Planechase/Archenemy despite have an extra 50ish cards. The Commander decks had five to ensure equal spread across all colors. Planechase/Archenemy decks don't worry about it and usually just make sure a color isn't left out, even if it only shows up in one deck.

Hate to burst your bubble its not something their doing on purpose, its a glitch with the current packing system. It happened with Rootborn Defenses ending up in an M13 booster because the card was in the post print/pre drop part of the process and they switched the system to print M13 cards. Since the system doesn't have a visual way of knowing the card wasn't suppose to be in an M13 booster it dropped it in anyway until it reached the proper number of cards for a booster.
M15 forward the chances of this happening on accident again will be infinitesimally small since the cards will be machine readable.

So far, we have three people working for Wizards that have acknowledged the leak minutes after its release. Their typical reaction to a leak would be to simply ignore it.
