This card represents blue very well, so it is appropriated to fill a slot even if it is duplicated with M14.
Personally, I don't like this card, because you spend one card (itself) and three mana just to recover the spent card and get a new card. Very little advantage at CMC 3. At CMC 2 it is too good. A design question.

I'm relatively new to Magic. Is it common for them to reprint cards so quickly? This was just in M14... At least wait til it's about to be cycled out of the block.... right?

It's a little odd. I've seen weirder though. Like printing Prey Upon in Innistrad block and then reprinting it in M13 even though both rotate at the same time. I think this was as good a place as any to put it.
And that art is fantastic.

As long as they gave it some more sweet art, I'd actually be fine with this. It would be available in two packs of the limited format instead of one, so it's not like it would be completely pointless.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
Compulsive Research is not too good, yet hasn't been reprinted. So frustrating. Divination continues to be a very marginal card, a fringe standard playable pretty much the entire 5 years that it has been legal. WOTC has no problem printing cards that are strictly better than each other in standard at the same time at the same rarity (Syndic Of Tithes vs. the White Grizzly Bear in Theros), so I don't see why they should have a problem with Compulsive Reasearch, which isn't even strictly better than Divination.

Agreed. They could have even done an enchantment version of it. Draw 3, discard 2 unless you discard an enchantment.
It fills a role in limited, and it allows them to NOT print divination in the next two core and next four expert sets. Going up to Draw 2 + Scry gets you Foresee, which they probably felt fights with 4 mana cards (or something). You would think there was something between Preordain, which is apparently broken, and Foresee, which is very slow. Oh right, they gave it to black. Carry on, business as usual.
The art for the sky is nice and all, but the cloth on and around the figure feels kind of tortured.
Perhaps you should just send WOTC a resume and tell them why you're better at Magic than one of their employees instead of complaining here, where nobody really has any authority on the matter.

But it is played in standard. Mainly because their isn't a better option available, but it is played. It also helps block which had next to no card draw.
It is very marginally playable. About 1/3 of the Esper/ U/W decks that have top 8d major events play any copies of the card, and many of those decks only play 1. All of them would like a 3 mana draw effect, but Div is so weak that its hard to justify inclusion for a lot of decks.
At CMC of 2 in modern you get Altar's Reap, Dangerous Wager, Desperate Ravings, Goblin Lore, Hatching Plans, Ideas Unbound, Ior Ruin Expedition, Night's Whisper, Perilous Research, Scarscale Ritual, See Beyond, Sign in Blood,Vision Skeins, and Wild Guess. So any draw spell that nets you more than 1 card must have a drawback or cost at least 3 mana.

though i think they missed some flavor by not printing Serum Visions; seeing as greco-roman mythology has drug induced hallucinations aplenty.
