I'm not saying blue is unstoppable, but giving mono-blue mana leak (which it WILL be against everyone but esper control) is not what the meta wanted...
This card is amazing for MUD! It doesn't need "early game consistency", as mud loves to drop creatures on the curve. This is the protection they really needed for master of waves (main-deckable).
I don't think this is the right environment for counterspell at the moment, but I think it needs to be reprinted so it's legal in modern. In my opinion, M13 was the perfect time to reprint counterspell as it would have given blue decks the card they needed while not overrunning all those 2 for 1 creatures from innistrad.
edit: As to the card at hand, I wondered about such a card during last spoiler season, but I didn't think a card like that would be printed as it seemed fairly powerful. In the current meta, it's one spectre away from mana leak and any other creatures are just gravy. I suspect that in most games with mono-blue, this card is at least a miscalculation (minus the cycling) and very often a pay 4 (with 5+ being fairly uncommon)

Mutavault is another great card, yes, but master gets last breath'd plenty...
I would say master gets last breath'd far more than a turn 2 pack rat...
Esper control can d-sphere or, even better, supreme verdict pack rat...
Mono blue can overload cyclonic rift or rapid hybridization...
Gruul just runs over it...
Red can burn it...
Plenty of decks have answers to pack rat without last breath...
Mutavault is a legitimate card for last breath, but again, red can just burn it when they CAN'T burn Master of Waves...
And I'm pretty sure azorius charm is already a decent answer to mutavault...

at least it scales better than mana leak late game...theoretically...only thing is RTR block's cycle of uncounterables, including Supreme Verdict and Abrupt Decay
This was always going to be a card, I think we had it pop up in the daily card contest over in the card design subforum about 3 times since devotion was unveiled

Nah, it is pretty undeniably the best deck in standard right now...
Just won the SCG Open in Orlando with 2 more in the top 8...
2 top 8's in the GP when mono black had none...
And it is the most schemed against deck in the format...
Mono blue is definitely still the best standard deck atm...
Especially after Bile Blight was revealed...
