Seems really strong in mono-red. 5 points of burn for 4 mana is nothing to scoff at, and scry 2 is really good (even if it is conditional on it being your turn).
Damage to a Planeswalker? Does that even work under the current rules? Is there going to be a rules change with the release of Born of the Gods? I'd be interested if this hit creatures or players (for that mana cost) but without the option to hit players as well, its utility is really hampered. Could still see a fair about of standard play but outside that with no "or players" clause...........meh
Seems like they really want to nerf Planeswalkers a bit. Just like Hero's Downfall this can kill any planeswalker in standard at instant speed. And Hero's Downfall and Detention Sphere are already played a lot.
If you can target players, this would be an excellent 4-of in RDW. But because it says only "creature or planeswalker", I don't this it is worth mainboarding, but it will certainly come in handy against decks with big creatures. Honestly, this just looks like a red version of Hero's Downfall with 1 more CMC.

Yes, there is nothing stopping a burn spell from targetting a Planeswalker.
They just put in the "player > planeswalker" redirection rule to make older burn spells that target Planeswalkers more flexible.
An hour ago I printed out all our BNG fliers and the Buy-a-Box one sez, "PROMO TBA" then you spoil this. Now I gotta go edit all of them with a sharpie ya jerk.

scry 2 is really good, (even if it is conditional on it being your turn).
Scry is a marginal add-on to most non-draw effects. That it's put on an instant yet useless on your turn is complete flavor/design fail.
Really, this card is junk. It could have been either 1 mana less or 1 to 2 points (of damage) higher. And it most definitely should have been able to hit the face (especially at 4 CMC).
Ultimately, it's just another junk rare from Theros block.
I'm glad it was spoiled, though. Now I don't need to bother preordering boxes without full information. Thanks very much, Heroicraptor.

i think this card was printed so that red could have a viable way to kill planeswalkers. green has stompy creatures, blue and white have deten sphere like affects, and black has downfall. now red has this. before, they couldnt really deal with a planeswalker in one swing, due to the good removal in standard right now, but this can just kill a jace and scry you two. seems good.
Nefarious Burn - 1RRR
Nefarious Burn deals 5 points of damage to target creature or planeswalker. If it is your turn, scry 2.
Youch! Nice to see a card spoiled (even if it's an official spoiler from Wizards), and good to hear scry is still around... but wow is that card ever bad. A burn spell at rare? And it doesn't touch players? And it's impossible to play it except in mono red. Talk about a bulk bin rare. Dang.
Understand, Dredge is not really a Magic: The Gathering deck. When a card is playable in it, it doesn't mean it's a tournament playable card. It means it's playable in whatever crazy fantasy world that Dredge operates in.

yep, my bad. fixed it.
Mono-red doesn't have many other things that deal with [[advent of the wurm]] tokens or [[polukranos, world eater]].
It also eats just about any planeswalker that is standard-legal, which other spells don't do.
not targeting a player is a big deal though, that'll probably hold it back a lot.
Interesting.
