I think sometimes people don't put enough importance on the difference between discard -> draw versus draw -> discard. The first is vastly inferior to the second.
I feel like that could easily just have been a mistake that wasn't powerful enough to bother fixing after it was printed. I would be surprised if they intended for that card to read "draw a card if you have no cards in hand." But yes, that is much more powerful. =)
cute in casual red decks that care about the graveyard or madness. Also works decently with inspired.
i woul think its cute on mulldrifter. but so does everything

The true mind can weather all the lies and illusions without being lost. The true heart can tough the poison of hatred without being harmed. Since beginning-less time, darkness thrives in the void but always yields to purifying light.
I invision a future where one is not mighty when he can silence a crowd with brutality,
but when he leaves them speechless with wisdom.
Far better than either, though seldom seen, is "discard, then draw."

"until end of turn all creatures you control gain T:Draw a card, discard a card.
For each creature you control Scry 1"
That sounds like an epiphany storm, its not quite as random, and it would actually serve a decent function
