I think Wizards is doing just fine considering they have increased revenue from MTG by 30% in the last quarter. New cards designed to be weaker than eternal? We either have complaints that there is a "power creep" or "pushed" cards which is the exact opposite of what you are inferring or complaints that cards are too weak and are garbage for eternal formats. Either way, lots of complaints. Regardless I will go back to the Wizards' 30% increase in revenue statistic which pretty much shoots down any of this criticism that they aren't doing the right thing.

Yes, either choice is fine in limited, but you are always going to get the worse one. If you are facing some 4/4's and your opponent is at 15 life, grats on your 3/3. If your opponent is at 3 life with chump blockers, here's your non evasive 5/5. That is the problem with the punisher mechanic, you never get the side you want, and the 5/5 side of this guy is barely above average for limited. I am not saying there wont be strong limited tribute cards, there probably will and I would probably play this guy in limited, but you can't think of the tribute guys as having upsides, because what they really have is a crippling drawback.
I think there is plenty of potential for this mechanic as it simply needs to have strong value to the player casting it for either choice the opponent makes. In the case of the Lava Axe or 5/5 red guy, if the opponent takes the hit and you have a burn spell in your hand to then finish the job then it clearly had good value. If the opponent doesn't take the hit and you have ways to give the 5/5 dude evasion or haste, then it had good value yet again.
Not to mention how fun this mechanic will be in multiplayer, it's going to be a blast.
How about something like this for a tribute creature?

It most likely will be, alongside Tribute. Possibly even both on the same creature.
Doubtful. The reason Monstrosity uses +1/+1 counters is to make it easy to remember whether or not a creature is monstrous. Tribute would make a mess of things, especially for newer players.
