I'd say that means almost 100% not a straight reprint.
Maybe the most likely is that it is a functional reprint, but I guess the chance of it just being "very similar" is also pretty high.
Maybe it plays off Voyaging Satyr and reads "T, Tap a creature:untap a land" or something.
Another thought I have been having is that a Pan flute that filters mana (or untaps lands) doesnt particularly drip with flavour. I'd half expect the presedence set by Chained to the Rocks and Witches' eye to continue.

Figured I'd bring that up since, as has been stated, there's no evidence that Elspeth has been to Lorwyn/Shadowmoor.

If anything, it's probably a Springleaf Drum reprint (doesn't sound TOO off), or a functional reprint with name to flavor ratio being equal.
In the same way you can tell someone is from the XVIII century because he is arroused by ankles, you can tell someone is from USA because he feels nipples disturbing.

Nothing is up with the first part, no need to read into it. It is a reference to his post yesterday that he took a walk into town to talk to the crazies, and found his very own oracle (paraphrased). Its just saying that this time he got information on back to back days, but dont be upset if the flow is inconsistent.
The part that we are to speculate on is the part that he provided in quotes, as that was the text provided to him via the spoiler.
How about an echmantment version of springleaf drum.

Enchantments get activated abilities all the time. They don't get tap abilities.
The more likely reason you're not likely to see that card is because it's basically a cheaper Earthcraft which is already broken. They'd need to limit how frequently it could be activated somehow.

If there was an enchantment that simply said "Creatures you control have T: Add G to your mana pool." it wouldn't be anywhere near as problematic. Though, it would still be a powerful card, and definitely not a common.

This card also gets around summoning sickness. It's powerful the same way Heritage Druid is powerful. Except that it's cheaper, doesn't require tribal and let's you play all colors. I couldn't see it being printed in the current standard.

Hm? Summoning sickness would apply to Tackman's proposed version. Citanul Heirophants gives creatures an ability that uses the tap symbol, which means you cannot activate the ability unless the creature has haste or you have controlled them continuously since your most recent turn began.
Heritage Druid and Earthcraft don't use the tap symbol, so summoning sickness doesn't apply to them.

The creature cannot have devotion, but the player can. What you want to say is; (tap) tap target creature you control: for each colored mana symbol in that creature's mana cost, add one mana of that color to you mana pool.
Devotion does not work in this targeting paradigm unless it is a sorcery that says something like: Choose a color. Add to your mana pool an amount of mana equal to your devotion to that color. (right off of nykthos)
