The people who bemoan errors on WotC's part are right to do so. I pretty much threw my hands up when we hit the name vote part. That WotC actually ended up naming the card (in essence) doesn't help matters much. I'm not a conspiracy theorist, but I definitely get why those who are would be suspicious of this whole thing.
As a former defender of this card (and former player of a deck for it), I'm disappointed. Yes, it's "pushed" at 2 cmc, but an effect like this isn't inherently broken at 1 cmc. Clearly, WotC just didn't want this to be a thing in certain formats. Oh well.
So...
It will NOT be playable in Modern at 2 CMC. I'm sorry, but it just WON'T. Turn two people don't want to tap out for this. Not even in MBC variants.
Legacy? Maybe, but only with ramp/enablers.
EDH? **** yes. Regardless of whether you consider that a legitimate Constructed format, you can't make a compelling argument that this card won't be playable there.
Standard? No clue, though it will presumably be released in the last part of Theros or the first part of Huey. If the former, it'll have an archetypically home for at least 6 months. If the latter, I have no clue.
At this point, I'm just over YMTCs as a concept/process. It feels like too much of it is Wizards leading the fanbases along. We have the illusion of agency and control, when in reality we have less impact on the end result than American Idol voters. Also, WTF happened to announcing the set of release along with the card? Yet another bogus turn of events in a series of them.

This card becomes more intriguing with targeted discard. 'eh, I think I'll use my Thoughtseize as a mini-ritual now' and other decisions seem skill-testing and fun. Unless it's part of some crazy combo I doubt that it'll see much play... except in my mono-black Pox EDH deck! I can dig it.

Thoughtseize can't hit lands. Very few targeted discard effects can, in fact. It's a balancing mechanism Wizards favors.

As someone who plays mostly multiplayer I actually really like like this card :).
Turn 2 Waste Not into turn 3 Pox/Delirium Skeins should easily lead into a Syphon Mind and I imagine that I could Smallpox and Pox my way to some big dumb thing to finish the game off from there. Maybe a Sepulchral Primordial XD. People shouldn't have many lands left by then so I'm not exactly worried about Wraths. I know that most people probably don't care about multiplayer but I mean I play in big 8 player FFAs and so this seems like a very powerful "1 card combo" to me. Mass discard is redundant, I'll never be short of that, and the mana producing ability is what'll make this card "broken" for people like me. Free mana + free cards in these quantities cannot be fair and I fully expect to be able to build "turn 3" decks around this thing. Again, I realize that most people don't care about multiplayer, but I do :).
I hope all the people that thought this would be unplayable now realize they were wrong. Somehow I doubt it. I had to put up listening to people talk trash about this card for months while I defended it and now that it's finished it is exactly the right power level, and playable too. I feel like all the people that defended this card need a collective apology from the people constantly complaining, "Wizards doesn't know how to make cards!", "This is such a waste!", "I hate Wizards!", etc. I wish we could just agree this is a good card, but I'm sure people have just reinforced their own beliefs based off emotions by now.
I think we're working off of different definitions of 'playable'. If you mean that a card can be played in the game, then One with Nothing is 'playable', Squire is 'playable', and Sorrow's Path is 'playable'--and so is this Waste.
It's playable in the same way that cards like Megrim or Geth's Grimoire are playable- that is to say, it is perfectly playable for one of the most important audiences, casual players. There have been three YMTC winners, and two of them are purely casual cards: Forgotten Ancient and Vanish into Memory. Whether or not a card is playable in garbage formats like Modern is scarcely an issue for most of the people voting. And of course, hoping for people to vote Legacy staples into existence is just foolish.
The number of blind dates resulting from this card is staggering. Even though they've met multiple times by now and know each other well, people just can't stop thinking it they make a nice couple and insist on reuniting them. Often, it's the same people who set them up again and again. I must assure you, Mr Butt and Ms. Hurt have talked over this card all they wanted and would like to be left alone and get on with their life once and for all. Would you kindly stop bringing them back again and again whenever YMTC4 is involved? They would really appreciate it.
I won't discount any cards with the potential to ramp, but discard is fundamentally flawed in that you are putting cards in your deck that do nothing against a large part of the meta or in top deck mode.
This card is not powerful enough to be a build around.

I just happen to have a deck that i love that this is going to great in. Satisfied with it ultimately, although i realize the aesthetic of YMTC was a bit of a joke, im glad they gave it a pushed cmc so that i can slip it in.
Liliana's Caress is much better - the discarded card doesn't matter, so it always gets you closer to the same goal, and a good one: killing the opponent - and was borderline playable at best. Waste your money, time and efforts not, people. This card's only relevant ability is "destroy target booster pack".
shared trauma in edh. all the cards you ever wanted, with the mana to cast them, and some zombies as well.
Milling isn't the same as discard. "Waste Not" is quite specific: an opponent has to discard a card from their hand. Windfall, Lore Broker, Reforge the Soul, Burning Inquiry...these are the sort of shenanigans you are looking for, although even humble Syphon Mind and Unnerve gets quite out of control in multiplayer.

I beg to differ. With the way creatures have been pushed in modern design oversold cemetery would be amazing in the modern format or standard format and that card has a draw back of needing 4 dudes in the yard and only getting 1 at the beginning of the turn.
Blood in the Watering Can at the cost of 1b would have been extremely similar. Things like fetch lands, shock lands, your opponents creatures/burn spells, sign in blood, phyrexian arena, phyrexian mana all of these things essentially turn into value. Similar in fact to Landfall in that you want to get a bonus for doing something you are already going to do anyway, this in a very flavorful manner, feels extremely black and creates huge amounts of upside. Modern would have played a TON of Blood in the Watering Can. Standard would have used Blood in the Watering Can, EDH would use blood in the watering can, limited would have called it a bomb first pick.
By comparison... BitWC makes Waste Not look like a starving child on one of those guilt trip commercials.
Many of us who supported this card told the doubters it would be fine a BB, and it turns out they even undercosted it further to 1B. This allows it to show up in a lot more potential decks, which could have even greater consequences. It's possible it will get bumped up to BB before print, but I am happy with how things turned out. Is it a card for the ages? Probably not, but it's a perfectly acceptable card.

This is terrible in Nath.
Nath doesn't have the power disard spells that Red has with Wheel effects, or even Windfall in blue.
Its also a terrible card in general, but will see play on kitchen tables.
