Yeah, that's a strange leap of logic that pre-made decks are artifact heavy as compared to non pre-made decks. I just haven't ever seen that pattern in the years of playing EDH and posting here.
Not all pre-made decks!
This card will hate on a very specific (and very limited) subgroup of people I hate

Azami is probably the most netdecked deck ever, and it uses a ton of artifacts.
This card is awesome. People complain about every card. I personally like that now we can have a sort of Fractruring Gust as a creature.

I have divined your fate. You shall find your nemesis, a catastrophic clash. Devastation, misery for all, the unleashing of horrible curses and ferocious powers. Ruin, such ruin that I dream each night of blessed peace, assured that the universe is in balance once more...
This card will hate on a very specific (and very limited) subgroup of people I hate
That is all
I don't like people who hurt others, are selfish, obnoxious, self absorbed, and violent. To assume that the type of deck one chooses can make them the target of your hate is just not something I would have ever come up with. Sorry for missing the connection.

She is, but it's a small portion of the decks being net-decked and an even smaller portion of the decks played. I'd say that most of the decks I have seen in person and online run 15-25 artifacts and enchantments. That's a big range that covers all kinds.

I don't think this will see much more play than anything else good and new (Ewwww shiny!!!), but because it's a creature and not a non-permanent, it's in a totally different league. It interacts with the game in a totally different way than Instants and Sorceries.
Why? In response, turn all your stuff into artifacts? As long as you don't overextend mono blue will not have trouble with this card. And if you do with Memnarch you should be able to screw them pretty hard.
My Animar and Mimeoplasm decks are very very happy
My Ghave deck however is tremendously Sad
But yeah my soon to be finished Nylea deck is going to love this card.

Yea, those are MTG Bars. What can I say, I am a dork
First of all, it depends heavily on the meta how good this card actually is.
Secondly, not all green decks will want this.
My Mimeoplasm doesn't really need to blow up artifacts and enchantments and simply doesn't have the room for it.
My Mayael doesn't want creatures with power 4 or less.
My Ghave deck runs quite a few pretty important artifacts and enchantments and doesn't need a big vanilla beater.
My Vorel runs a lot of artifacts.
My Bant Blink deck is based around Cloudstone Curio and Aluren
The only green deck I play that might want this is Ruric Thar.
Third: After the wipe, it's only a vanilla beater
tldr: it's strong, but it's also situational and certainly not an autoinclude in every green deck ever.
It's like Sylvan Primordial's little brother, can't wait for this. The reason behind hating on this and not Austere Command et. all is because this is a creature. You'll see Austere Command maybe once a game, and then it's gone, and even then it might not hit your artifacts or enchantments. But this? It'll be blinked, reanimated, cloned, bribed, etc. Get ready to never be able to keep an artifact or enchantment on the table and God forbid if you build around artifacts or enchantments. I'm just tired of seeing green decks where nearly every creature hits the battlefield and nukes something.
Do people actually net deck Commander? I've been playing Commander for about 5 years now and I've never run into a net deck. Most of the people I play with (not counting MTGO) play goofy decks. I thought Commander was supposed to be about fun? When did it become a net deck affair?
I get that not everyone agrees that this is a bad card for the format ("bad" might be a strong word here), but I think what the critics are trying to get across is that this is a big, dumb creature that doesn't require creativity or foresight on behalf of the caster.
Take Acidic Slime. It kills one artifact or enchantment upon ETB, meaning the caster has to weigh his or her options given their circumstances. It allows for plays that can be looked back upon as either good or bad and allows the player's EXP to go up. Bane of Progress just blows everything up then rewards you for it. The only thing the player has to do is count how many counters his or her creature will have after his ability resolves. It will almost always be a good play (barring shenanigans!!!) that could've been better. Those are your choices: good or better.
I'll go ahead and leave you with another example of why people feel like WotC might be trying too hard here: Living Death is a mass reanimation spell that creates a very interesting board state. If the caster isn't careful, they could be giving their opponents creatures that might be problematic down the line. It creates tension and keeps all the players involved rather than politely asking them to just put down the cards because you'll take it from here. Rise of the Dark Realms does exactly the opposite. It's a big dumb spell that, again, can either be cast for a good benefit, or a better benefit.
Anyway, just my two cents. I'm [EDIT: NOT] saying anyone who disagrees is wrong or dumb or anything like that; I'm just trying to help voice something that I feel and seems to be echoed on here and in my LGS from time to time.
DISCLAIMER: I know almost anything can be countered and stuff dies to removal, and there are always shenanigans!!! afoot, so my argument won't always hold weight.
This is the best and most rational comment I've read in this thread.
comparing this card to Acidic Slime really highlights not only how good it is, but also how derp derp it is. The majority of the meta isn't pillow fort or stax, but this card hurts those decks even more and you have nothing to lose by playing it. Rise of the Dark Realms is really derpy, but at least it costs 9, it still probably was a mistake, or at leasy should have way more black in the mona cost.
I thought Commander was supposed to be about fun? When did it become a net deck affair?
its like some people just wanna win even if it spoils peoples fun (sometimes specifically because of that) and so they will do anything to make it happen including netdecking and cheating which ive seen a couple times
This is a playable card in legacy too. 12-post, elves, nice fit and some other decks will run it in the sideboard. I'm thinking even Vintage playable here, as this is a wrath of shops.
I never liked how green was the Enchantress colors and still blew them up all the time. But hey, can't complain that the color that does everything can do everything.
In modern color pie white is the "enchantres" color and green simply has the hate and fat.
Oh no. My artifactchantment heavy deck is countered by this card. I apparently over-extend and/or pack no recovery options and answers. The format is dead. You made the game stupid Wizards you should never have stuck your nose in my format.

im confused why would you turn anything into artifacts in response? if anything you want to keep mana open to artifact your opponents permanants so they at least lose something. Darksteel Forge and Torpor ORrb are just geeting juicier an jucier

Some people just want to watch the world burn.
I'm one of those people, I love the idea!
Which is why this is such a great card.
Also, as someone else pointed out, it's not like Fracturing Gust and Austere Command have exactly ruined the format.
