I'm always amused at the kind of cards people think are good. Master of Waves? Really?
Sure, it's a great card against any deck completely lacking in black removal, white removal, or sweepers.
I can see it being good in the sideboards of blue decks with a good amount of permanents for devotion to board in against mono-red aggro, or in a wacky build around focusing on blue devotion and splashing red for Purphoros.
Seems pretty narrow to me. Will probably end up being worth about two bucks, maybe slightly more due to its appeal to casual players.

I really hope the Master makes waves in Legacy Merfolk(I know he's competing with Coralhelm...but this guy dodges Lightning Bolts all day)

"It dies to removal" is not a valid argument. Everything dies to some form of removal. Master of Waves will be making waves in standard (teehee) because we don't have a real Wrath effect outside of blue and most of the good removal that can hit him is in black, which doesn't see nearly as much play as it should.
You're wrath effect is to kill one guy and all your tokens die with him. That's why he is a bad card.
I'm not big on the dies to removal thing wither, but when removal kills the guy and every other token he made, it;s a valid argument to make.
The Pandora's Box looks like a fun casual card that I want to use. I'd most likely throw it into a deck with Unexpected Results, with that being the only nonpermanent, then have tons of permanents with ETB effects, huge creatures, and mana gathering creatures. As long as I have good ETB effects I should be golden.

4) Devotion...is there any way to foster monocolor play that *isn't* repressive and heavy-handed? Doubt it. Any takers?

Perhaps a way that rewards monocolored instead of punishing multicolored, so players have the option whether to build their deck around it. Then make the mechanic pretty modular so it can be used with every other monocolor card in the game. Then make it work with hybrid so even multicolor has a possible way to work with it.

It's not great because any non-red removal instantly nukes all the tokens, the creature himself can't attack safely due to the risk of losing all those tokens, it requires good devotion in a color with relatively weak devotion cards to really be powerful, and by the time you get him out, a bunch of 2/1's are normally going to be pretty outclassed against anything but aggro.
Seems that he's a pretty decent sideboard card against any red aggro deck that's not also running black, but I think that's a touch narrow for my tastes.
I will concede that this guy is pretty awesome if you already have a Master Biomancer on the field, but at that point you're probably winning anyway, no matter what creatures you're putting out.

The problem, as I see it, is that they want to do something such as "Let's make graveyard a thing!" but then after making it a thing, need to find an OFF switch. They over-emphasize the mechanic, then over-emphasize the hose. The we end up with ruined zones.
Just wait. Eventually they're going to say, "Let's make the exiled zone a thing...FOR FLAVOR!" and make all kind of "Can return from exile" or "Can be cast from exile" crap. Then they'll need to wipe the exile zone. Ugh. I can see it so clearly.

Magic can be such a sad, sad thing without some form of hedge-regulation. I don't know how people do things to their profit without ignoring the DCI, the government, internal memos, traffic signs, etc. I liked your post a lot, too.
Master of Waves now $20+, top 3 of top 4 (top 5 of top 8, too, I think) at Dublin, also WON the Pro Tour. And every single monoblue devotion deck ran four copies of Nightveil.
At first, I, too, disagreed that Master should be mythic. Then I watched STACKS of tokens hit the table. And kill people. He can create 16 power... for four mana. That's kind of nuts. Sure, if he dies, they die, but if your opponent doesn't have an answer RIGHT NOW, they're dead.
I am very happy for you that you can enjoy a new blocks spoiler card because the next block might make it good.

Yeah, I assume that Nightveil and other cards were put into RTR partially to work with this block.
That way people can play RTR cards with Theros even if they are running mono-blue or mono-black.
