I remember those days as well. Although I'd like to note that there were a *lot* more playable weenies than these days, and a whole lot less good upper-end creatures. The weenies haven't changed much (Although this standard season has a dearth of them), but the upper-end creatures are insane in comparison. I remember back when Phyrexian Scuta was a powerhouse. Now, it'd be at best limited junk.
Yes this is correct, 'playable' cards I would say. I notice these days less and less cards we seen playable, or mainly the power deck focuses on one type of deck. Unlike those days, each colour combination has their own deck, and they are as strong as each other. I was hoping THS to be like that.
Anyway, I see U consists more counterspells, what they are missing now is cheap draw go spells. Unless more fast aggro decks in the new meta, then we will be seeing counterspell control decks again.

Is it really power creep when cancel was just a nerfed counter spell anyway? A 1UU counter target spell should never have been printed without an upside, it's as lame as searing spear (nerfed lightning bolt)
I'm still not sure I'd play this over Syncopate or Essence Scatter, as Syncopate is the better play early in the game when you need it. I'd rather have conditional 2CMC counterspells. If Mana Leak was too good @ pay 3 mana, then go to 2.
People don't realize, but 2 to 3 is a huge jump for counterspells making them a lot worse. Scry 1 doesn't make up for the extra 1 CMC.
Why are they putting such low scry numbers on cards like this and the lands. They could of made these and the lands more exciting and playable without being overpowered by making them scry 2 or even 3. I was really hoping for a scry counter but scry 1 ?!? Come on guys

Cancel was outclassed from the very moment that it was printed, since there were numerous cards printed before it that are all better than it (i.e., dissipate, absorb, undermine, voidslime, and the original counterspell), in my mind, so this card outclassing it is nothing new, in that case.
As for this card, I am very fond of it, but I am not certain if I shall use it to replace the copies of dissipate that I currently have in my decks. The scry mechanic is very awesome, but I also like being able to prevent my opponents from being able to regain their countered spells, so it currently is more likely that I shall choose dissipate over dissolve, for the present time.

I think the interesting thing is how every deck in the next standard is going to have smoother draws.
It seems the cheaper creatures are going to be mostly about utility, and the expensive ones are going to be the bigger creatures.
As it stands, I think their design philosophy is to bring decks back to a more normalized playstyle, where removal is valuable, and people build decks based on a curve.
As far as this counterspell goes, I think that blue mages generally prefer 2cmc to cast, and as nice as this card is, it doesn't represent WOTC's intention to bring back mono blue as it used to be, unfortunately.

Except this gets in the way of Omenspeaker, Scry Lands, and is just not as good as Syncopate early in the game. Maybe if Wizards gives us a good cantrip that replaces Omenspeaker, then this might be more viable, but as it is, Syncopate > Dissolve.

At this point you should be aware that not only did I invent the form portion of my post, I disagree with it. This card is great and unless they print something even stronger, this will be in every U deck in standard.
Fake. It should have flash instead of being an "instant creature." There's no reason for wotc to change the wording. Also it should be flying.
One of the mothership articles touched on why they are doing mostly scy 1. The reasoning was that they didn't want to things to take to long to resolve and slow down the real time pace of the game. scry 1 is very quick to resolve most of the time. Is it a black? no then keep. Scry 2 or higher can take a lot longer to resolve because you have to plan out your next few turns.

I've barely wanted to play Cancel in most limited formats. I don't think adding Scry 1 is going to break any formats That being said, this is a fine uncommon in the line of Dissipate.
I prefer this to Dissipate, actually. Deck manipulation, even minor deck manipulation is extremely useful in control decks where this will see play. Also with the format getting slower I expect control to make a comeback.
The thing is, scry was one of the more busted mechanics out of mirrodin. It got overshadowed by affinity, though. I'm glad we're not seeing scry 2/3 but rather scry 1 on a bunch of different things. It's a better space for the mechanic.
We didn't get 3-power creatures with upsides for two mana in those days. Or the likes of Voice of Resurgence or anything with strict value at such low points on the curve.
If spells had followed the same development curve we'd have had Dismiss at 1U by now.

When removal gets out of hand, it is more oppressive than almost anything else in the game. Except for Stupid Synergy decks(Affinity) or super Busted Combo decks(Combo Winter)

We weren't going to get a Counterspell-plus for 2cmc, we don't even get Counterspell for 2cmc.
