Best part about the hydra? Haste. It'll be good against a lot more than just blue because of that right there. Hydras were always just a big threat rather than burst potential until now.
But its just not good enough.
The XG body is plain bad in constructed.
X=1 is bad
X=2 is bad
X=3 is still pretty bad
you really need 4 at least, and it just gets reasonable with 5.
Ratched Bomb might be more of a thing in this block with all the 1 drops (and this XG stuff that is 1 drop aswell in terms of ratched bomb).
If we can play a giant hydra, you better pay 3GG to get something that actual wins.
I actually don't think that this will see play. Most of the time it's a 3/3 or a 4/4 with haste with non-relevant abilities. I could potentially see it being played in a GX Midrange deck, but it really doesn't do much against Blue control decks, as all their removal is in other colors:
-UB has Doomblade amongst others.
-UW has Supreme Verdict amongst others.
-UR has Mizzium Mortars amonst others.
I guess UG won't have an answer... Unless they just play bigger guys.

With Mizzium Mortars, they have to wait till after you attacked a turn with him. I can see him seeing play if the format is slow enough that we actually are doing things like activating Monstrosity. There are a lot of mana hungry cards coming into standard, and in green we have a few ways to produce lots of mana with one tap. In the right circumstances, that spells a big hasty creature that will survive most anything shy of a destroy/exile effect. So if green ramp becomes a thing, I expect he will at least be considered.

Shocking how bad people are at evaluating cards. Just seriously, I swear the people evaluating don't even play the game.
The hydra is sideboard tech against control decks and nothing more. Being uncounterable is more valuable than any of it's other abilities. The pro blue and haste are actually overlapping and interfere with each other. This is obviously a creature you would never want to bounce, why make a haste creature bigger for your opponent if you can't follow with a counterspell? The pro-blue only is relevant against Detention Sphere, Master of Waves tokens, and maybe Wavecrash Triton. It still dies to Supreme Verdict.
Black will devour on that card, a green deck without that stupid hydra will have bigger creatures to block with, if red has any brains they can throw a small guy under the bus then follow up with a burn spell (honestly how can you play red and not use that tactic?)
White has solutions like Celestial Flare, Spear of Heliod.
Kalonian Hydra is really the only hydra that sees borderline serious play, along with Primordial Hydra in fringe play, often only with Kalonian. They both have or can gain trample so they're not susceptible to chump blocking. Vastwood Hydra doesn't even see limited play, and Savageborn Hydra isn't played either. They do too little, and if they can't be removed a player can chump block until they have an answer.
That uncounterable ability is the most relevant and can give control decks that don't run black problems.
I want that Centaur Battlemaster to be playable sooooo bad. In a ramp deck you can bust him turn 3 if you use manadorks and that new dryad. With something like Ranger's Guile, Pit fight, Bioshift Fate Foretold, Aqueous Form, Armed // Dangerous he might see fringe play. I think he's the second best Heroic card after Agent of Fates, but I don't think he'll realistically see play.
With Armed you are swinging for 14 damage turn 4, if you have another spell you're swinging for lethal damage. Could see 8 mana creatures, 4 battlemasters, 4 kalonian hydras, 4 armed // dangerous, 4 Ranger's Guile, 4 Ghor Clan, pit fight could clear a blocker pre combat, maybe dragon mantle, maybe fireshrieker. This would operate very similar to bant hexproof without the hexproof, though you're suppose to win turn 4, not get a huge edge
Out of all the creatures in the meta post rotation, only three can't be countered, only one of which is maindeckable. This isn't that one. Blue mages will have to forgive me for not breaking down and crying my eyes out on their behalf.

If powerful cards are at mythic, people complain. If flavorful but unpowerful cards are at mythic, people also complain. There is literally no line that can be walked here and not piss people off.

So what you're actually saying here isn't that WotC is focusing on "mass appeal" over gameplay. It's focusing on gameplay that doesn't appeal to you but appeals to a LOT of other people, and that just isn't fair.
How would making a "My Little Pony" themed set have anything to do with gameplay?
A 40 dollar mythic rare would constitute a must have 4 of that goes in many decks.

(about 665 now vs. 630 in most pre-mythic block)

Savageborn Hydra is $3, and without a doubt Mistcutter is better.
Loxodon Smiter is $4....cheaper mana cost, yes, but no haste or protection.
Also...Xenogas is a card...so Mistcutter IMO would lean to more than Loxodon IMO.
