For those asking if this card will trigger heroic twice, most likely (though I don't think confirmed) heroic triggers on the spell being cast, not the individual targeting of a spell. Also, this spell specifically will affect Up to two target creatures. That means it can hit one, or two, but not the same creature twice.
1 spell can trigger multiple Heroic abilities each on separate permanents but not on an individual.
For example, take the new red guy that makes a token, and Phalanx Leader. Cast martial glory, targeting them both, and you'll get a token and a +1/+1 counter on all your critters. Targeting either one of them with both of the spell's abilities however, will still only get you a single instance of Heroic, thus wasting the spell.

With the heroic mechanic, that looks a little pushed for what the heroes can do for you. We sha'll see if this is ww worthy or limited only. Being at instant speed I'd like to think this could see some standard play.

I wouldn't immediately rule it out in block-constructed. This doesn't seem to be a removal-heavy set. Not sure if you consider block "competitive constructed" though.

I agree, it should have been green, and gave +1/+1 counters.
