Pacifism can't swing for two or block. Are you high?
I'm operating under the assumption that he/she was referring to standard (Tusk was mentioned) where there are very few match ups where his 2/2 body will ever be anything more than a liability. It gets trumped by essentially everything and similarly there's very little he can block profitably. Also yes, I'm high as balls.
in some sense its better because it has legs.. and (for non-rotating formats at least) it has a very relevant creature type, making it like a 4/4 in the decks its played in

Yeah, I was only referring to standard.
Tusk is played in Legacy too, not too sure about standard since i don't play it. And midrange green based decks (DRS) are pretty much the bane of Merfolk so there's also that. Guys this is essentially a Faceless butcher that cost 2 less, has a relevant creature type, and still keep the creature tapped at least until next untap even if he's removed. Only downside is that you need to hit Red/Green, but most good targets in Legacy are green anyway.
EDIT: and it even has the Awesome keyword, how good a card can be!
So basically, this is a weaker version of Dungeon Geists with 2/5th the utility, 2/3rd the power, -1 keyword and 1/2 of the casting cost.
I'm not impressed for Standard unless Merfolk gets some amazing support.

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
It's probably the best out of the cycle so far, but it's still pretty bad and not worth a sideboard slot in most cases. I could see it as a sideboard card in an aggressive blue deck, though. It's still not very good there, but with all the cards leaving after the rotation, people will have sketchier sideboard options anyway.
Standard wise he's a cheaper, more narrow Dungeon Geists without evasion. I think the fact that he won't be able to do anything but just sit on the field (in standard) is the biggest problem. I'd rather just, ya know, remove the creature I targeted instead. I can't say I expect this card to do much of anything unless Merfolk become a thing in standard. I don't even see the SB applications really.
Agree. Card is trash except in mono-blue aggro. People dont realize that if you block with it, you don't get to use it as removal.
Considering Green is by far the most popular colour in Standard right now, this is all kinds of awesome. An excellent tempo answer to Voice of Resurgence, Thragtusk, some of Huntmaster of the Fells and even effective at sticking down a mana elf when attacking Reanimator strategies (or the occasional Naya Midrange player).
Please do yourself a favor and NEVER target a Thragtusk with this unless it's the only way to avoid losing next turn. When they hit the Mage with removal, then you just cast a Restoration Angel on their thragtusk for them. Also makes your next board wipe suck, leaving them with a 5/3 attacker and you without blockers.

Huh? Tidebinder isn't Fiend Hunter or something. If they kill your merfolk the Thragtusk just untaps as normal. If you're forced to sweep while your merfolk is out they get the 3/3 token as normal. Am I confused about your post?
I can imagine him being a real problem in limited. I can see him as a sb card in a few blue decks. I'm expecting to see him at least as a 2 of in merfolks.
I'm really growing to enjoy how the discussion is either "this card is TRASH!!!!! SHOULD COST 5 LESS" or "pushed too hard, money card, BAH-ROKEN!" instead of discussing the actual card, such as strategies, synergies, etc.
This guy seems slightly similar to Grand Abolisher in that it creates a temporary distraction more so than acting as a form of removal, unless you give it hexproof, I guess. You could use it to tap down an early beater that would otherwise be stomping your face until you stabilize the board. Actually, I think it's more like Unsummon with a 2/2 body that doesn't trigger E.T.B. effects.
Good thing red has historically had trouble dealing with two toughness creatures and mono green is running rampant right now, otherwise this might be a horrible card.

I love Merfolk, and I like that they're giving us a useful ETB ability on an efficient creature that a Merfolk deck can take advantage of. This could be very good sideboard material.
This card seems strongest against RG ramp strategies that pour their mana into massive, otherwise unstoppable creatures. It also impedes RG aggro decks that run cards like Ghor-Clan Rampager by forcing the opponent to commit more to the board and reducing the chance of them scoring easy, surprise victories.

Haha, WHAT? Had trouble dealing with 2 toughness creatures? Maybe you mean to add "in Standard," somewhere in there?
This is an awesome card for Merfolk strategies, for sure.
So do we get to complain about how much WotC hates red and green now? Like we complained about blue and black yesterday, after we saw Witchstalker?
As promised, we do!

Your post is silly when the base argument lies in U and B being underpowered to begin with. The same cannot be said for red, much less green.

By that logic, wouldn't Pacifism be better since it's easier to cast and more resilient to removal? Maybe I'm missing something.

Maybe Pacifism is not fit in monoblue deck?

As with many of you, my first thought was Legacy, where this could be a great SB card for Merfolk decks.
Beyond that, I can only hope that U or U/x tempo is a real thing in Standard, giving this a home in that format too.

I think people are really missing this exact point.
There's a reason that Merrow Reejerey is played in Modern fish decks.

That means I probably want four.
It does. With Æther Vial.
I see this as mainly a Legacy (or Modern) card. Abrupt Decay answers it pretty well though (but the creature is still tapped for a turn).
