I don't like those rule changes at all. Mark Rosewater had hinted in the past at changing the Legendary rules, so I suppose this is it. I really can't get behind the whole "all upside, all the time" philosophy.
I'm not on board the "OMG THE SKY IS FALLING" train re: these rules changes, but for good or bad, it's a HUGE change to Commander strategy. Uril and Sigarda are INSANE now.

I believe the legend rule is now what is was like in Legends and early sets. And Clones have dropped in power level. Either way, it doesn't make sense flavor-wise...but thats a whole other topic.
Sideboard changes are stupid. I liked the old ones a lot better. Have players a more even playing field games 2 and 3. If you side all of your good cards against them in these games, you will have a way better chance at winning. That's how I see it.
A 40 dollar mythic rare would constitute a must have 4 of that goes in many decks.

-Mythics are on average 40% rarer than pre-mythic rares
(old blocks about 200 rares, Mythic blocks 35+ mythics)
-They are printing more new cards a year not less
(about 665 now vs. 630 in most pre-mythic block)
-To drop the value of a rare by $1 a mythic must go up $2
-In a 3 year time span deck prices doubled. I am petitioning for the removal of mythic rarity. Sig this to join the cause.

If Commander had a problem with Legend Rule, then Commander should have amended its rules to account for it.
In what universe? If you build a deck like that, and ever draw that hand, I will personally come to wherever you live, perform complicated acts of awestruck ********, then disembowel myself to escape the world that allowed something like this to occur and validate you.
Every rule here about legends ruins their favor. How can there be 2 Emrakuls, or 2 Captain Sissays or 2 of any other legend controlled (and summoned) by two different people when their is only ONE of those creatures in existence in the game's world?
The new sideboard rule is terrible. Just build a 75 card deck now with your sideboard built right in and your all set. Jeez.
I hate all of this. Ugh.

Commander Legendary rule change is just silly. Clone doing what it did was part of what balanced a lot of cards.

Saying that you sometimes wish people (in this case the implication is the staff) would fall down a well and get AIDS is hardly appropriate for the forum.
I actually like this change, because I play a lot of legendary creatures in Commander. But I have to say Legendary now feels so watered down / meaningless now that they might as well remove the rule completely, and just say Legendary is a supertype with no rule function.
Okay, I know this is par for the course here on MTGS, but seriously, why all the hate? These rules make Legendaries and Planeswalkers more fun to play! Why does it not make the competitive player happy, now that you can put in multiples of Legends and PWs in your decks with less fear of one being a dead draw? Why does it not make the casual player happy, now that you can use your Clones to copy an opponent's Legend, or now that mirror matches in EDH no longer translates to "each player cannot use their general"?
Personally, I think this is an excellent step to go with the Legend/Planeswalker-Uniquity rule, making for funner gameplay, less feel-bad moments, and more design space to play around in.
Or are all of you Modern players just unhappy that Phantasmal Image no longer says "when this creature enters the battlefield, destroy Emrakul"?

Whether we like the changes or not, how big is the net impact on most non-Commander constructed formats? We get about three months of super Geist of Saint Traft in Standard before it rotates out of the format, and even buffed, it probably isn't any more or less broken than things you can already do in Modern and Legacy.
EDIT: Goblins player above seems to have enumerated a pretty significant impact.
